MINUTES OF A MEETING OF MEMBURY PARISH COUNCIL held in the Village Hall on Tuesday, 22nd July, 2008 at 7.30 p.m.

1. THE MINUTES of the meeting held on 20th May, 2008 were confirmed and signed as correct.
2. MATTERS ARISING from the last Meeting No Councillor was available to attend the June 5th DAPC training course. School signs - response from Headteacher, none required at present.
3. CORRESPONDENCE Devon CC - Annual Report 2007/08 East Devon CC - Public speaking now allowed at Committee Meetings Annual Review of Countryside Service New refuse and recycling scheme - Councillor Wallace asked if the litter bin in the car park would be emptied. Councillor Diviani to investigate. DAPC - Axminster Area Meeting 29th July, Seaton Town Hall Blackdown Hills AONB - Annual Review Maitland Walker - Removal of BT telephone boxes, help available Senior Council for Devon - Axminster branch meeting 4th September. Considered at Meeting: Tuttiett, Blackmores - decking (retention) Following opposition from some surrounding residents, the Parish Council's Planning Sub-Committee carried out a site inspection. It was discovered that the decking was wider than that shown on the plans of a previous application and that a large staircase descending into the adjoining field had been constructed. It was reported that the applicant had agreed to some changes to the proposal so Councillors felt it would be appropriate to await an amended application before commenting.
The Sub-Committee felt that an application for an extension to an agricultural building at Trebblehayes gave insufficient information on which to base an opinion. The plans were thought to be inaccurate.
Planning Correspondence EDDC - Enforcement Officer re Challenger Farm surface water - Parish - Councillors expressed their concern at the Environment Agency's lack of interest in this matter. - Old Orchard, Waterhouse Lane - new house to be completed in September - it was reported that bats may be present in the old building. - Strategic Housing Land Availability Assessment - it was agreed to consider this matter at the next meeting. - Local Development Framework Evidence Base - Review of the Planning System - Lane End Cottage, new access refusal - No reply to Clerk's letter on roof materials (see Minutes of last meeting) Humphrey & Co Solicitors - Lane End Cottage, new access refusal

6. HIGHWAYS Problems to be reported to Devon CC. : Potholes between Furley Farm and Cott Cross by Membury sign near Rock Farm on James's Lane above Higher Uphay Farm Stone dislodged on A30 Yarty Bridge HGV's destined for Membury Services on M4 and Membury Warehouse in Southampton arriving here. Drivers blaming satellite navigation systems.
Roadside war memorial railings repaired and painted by Devon CC. Councillor Wallace and Mr. Martin to look at the remainder. Parish Council to pay for materials.
7. FOOTPATHS Warden's Report Many footpaths overgrown FP8 (Lewsley Lane to Hasland) in poor state, tarmac dumped, edge falling away. DCC have been asked for advice. FP32 Goyle Acre Lane to Yarty Copse is cropped over. FP44 Lane End landslip needs urgent attention. It was agreed that the Footpath Warden should be allowed to authorise work costing up to £100.
£200 grant received from EDDC towards Bond's Lane repairs.
8. LOCAL GOVERNMENT REORGANISATION Councillors to attend DAPC meeting on this subject at Axminster Guildhall on August 14th. Parish Council's response to Boundary Committee's proposals for unitary local government in Devon to be considered at a special meeting.
9. POST OFFICE CLOSURES It was announced that Membury's Post Office would not be included in the current closure programme. Councillor Tasker was congratulated on his leadership of the Parish Council's campaign to keep Membury Post Office open.
10. PLAYING FIELD New seat ordered from Martin Symes of Yarcombe. Safety surface breaking up - ROSPA approves grass for falls of less then l.l/2 metres. A Membury resident was taken to hospital recently by air ambulance. The helicopter landed in the playing field without difficulty but access for the land ambulance was difficult. Change of gate needed.
Stile has been modified to prevent dog access.

PUBLIC FORUM
PCSO Jones said that no crime had been reported in Membury since the last meeting. There had been thefts of fuel in the Axminster area. Property marking was continuing. The victim of an alleged murder had declined to make a complaint so the police were unable to proceed with a prosecution.
Mr. Symington said that he had seen wood chippings used a safety surfaces in many playgrounds.
