NEWTON-ON-TRENT PARISH COUNCIL MINUTES AN ORDINARY MEETING OF THE PARISH COUNCIL Held on Monday 1st December 2008. Beginning at 7.00 p.m. The Chapel Schoolroom, Dunham Road 22:01 Those Present: Cllr A. Arden. Chairman. Cllr A. Wells. Cllr T. Scawthon. Cllr S. Minnitt. 22:02 Apologies for Absence: Cllr J. Stringer: Having been informed of the reason for his absence, Council approved his apologies for absence. Cllr R. Peach: Having been informed of the reason for his absence, Council approved his apologies for absence. Proposed: Cllr A. Arden. Seconded: Cllr T. Scawthon. 22:03 Approval of the Minutes: The Minutes of the last Ordinary Meeting of the Council, held on Monday 3rd November 2008, were approved as a true record and signed by the Chairman. Proposed: Cllr A. Wells. Seconded: Cllr T. Scawthon. 22:04 Declarations of Interest: None received.
22:05 Matters Arising: None received. 22:06 Finance: a) The Financial Statement for November 2008 was approved as a true record and signed by the Chairman. Proposed: Cllr M. Cheetham. Seconded: Cllr S. Minnitt. 22:07 Planning: a) Aerial 30 High Street: West Lindsey District Council Planning Enforcement has become involved once more. Council will be informed of the position in due course. b) 123033: Willow House, The Paddocks. Planning permission has been refused. 22:08 Highways Matters: a) Drainage: High Street: The lighting box has been re-sited. The drainage pipe, which passes under the A57, will now be repaired. b) Drainage Ditch: Hall Farm: Highways intend to jet the drainage pipe, which passes under the A1133, in the near future. c) Concrete A57: No action to date. d) Traffic Calming: Dunham Road: New signs have been installed. The road markings will be installed in the New Year.

e) Unsafe Junction: A57 with Dunham Road: Lincolnshire Road Safety Partnership have been contacted but unfortunately are unable to help in an official capacity. Their brief does not include solutions to existing problems, but the safety aspects of new installations. However, they will take a look at the site in an unofficial capacity, and give a view to Highways and Traffic in the hopes that the problem can be reassessed. f) Flooding 37-45 High Street: Highways still intend to lift the profile of the kerbing to create a barrier which will prevent water flowing over the kerb and into the rear of the above properties. Dates for the work to take place have not been decided. 23:09 Proposed Wind Farm: Cottam: Council do not consider that the proposed wind farm will cause the residents of Newton on Trent any serious problems. 23:10 Freedom of Information Legislation: The New Model Plan has to be adopted by the 1st January 2009. Cllr A. Arden proposed that Newton on Trent Parish Council should adopt the plan. Cllr S. Minnitt seconded the proposal. Passed Unanimously. 23:11 Allotments: Unpaid rent: Cllr A. Wells will see the individual concerned. 23:12 Commemorative Bench: The bench will need re-fixing. The method presently used is not robust enough, and the bench is constantly parting company with the base. 23:13 The New Notice Board: The Pelican Trust, a charity giving training in a large number of practical skills, manufacture a 1200mm x 900mm x 110mm Notice Board. There is the option of an extra strip at the top of the Board for the parish name. The board represents good value for money when compared with other manufacturers. Council are applying for funding and have approached two sources. 23:14 Parish/Community Plan: The steering group are now considering the contents of the questionnaire in greater detail. Information, which came from the three open evenings, will be incorporated into the final document. The clerk will attend a meeting on the 22nd January to ensure that areas already being dealt with by the Parish Council are avoided in the questionnaire. 23:15 Play Park: a) Litter: Acceptable. b) New Seating Area: The new youth shelter will need funding. Lincolnshire County Council are a possible source, and details have been provided so that Newton on Trent can be included in the next round of funding. The closing date is 1st March 2009. In the meantime other sources will also be contacted. c) New Goal Posts: The new goal posts have now been installed on the playing field. d) New recycled plastic seat: Remove from the agenda. 23:16 Playing Field: Council are considering the purchase of a second goal and net. Now that the hedge has been cut back from the fence making the field safer for use, Council will continue to monitor the usage of the area, as it is likely that funding will be needed for a second goal. 23:17 Health and Safety: Page 207: Ancillary Items: Road Signs: Installed. Fencing: Damaged slats: Replaced: Cost £200.00 in materials. 24:17 Page 208: Erosion to pathway edging: Rear Gate (Paddocks) & Dunham Close Gate. Both surfaces will be brought up to the level of the surrounding area with the use of "planings." This will remove the trip hazard at the Paddocks access point, and reduce the risk of falling at the Dunham Close access point.

Try to ensure that all valuables are securely locked away. 24:20 Correspondence: Posters. 24:21 Any Other Business: None received. 24:22: Date of the next meeting: The date of the next meeting of the Council was agreed as Monday 5th January 2009. There being no further business the meeting was closed at 09.10 p.m.
