Apologies: Ward Cllrs Southern & LashbrookThe Parish Council meeting was preceded by an Open Forum (1930 - 2010 hrs), held in order to review planning applications for Gatcombe and Penton Lodge. Discussion was held on Penton Lodge; four objectors & the two applicants were present.Agenda Items013/06 Opening Remarks & Requests for Future Absences Reminder: Leave of Absence Chairman at meeting 13th March. Minutes signed by Chairman. 015/06 Declarations of Interest· Cllr Cavanagh: neighbour to Penton Lodge· Cllr Nias: PMPC representative on PRC Mgt Ctte.016/06 Planning Applications (a) Home Farm Stables: New house At the previous meeting, it was agreed to review the TVBC need report and to send an Objection response to TVBC by 27/1/06. This was done, as follows:- Five PMPC Councillors have made a site visit and are not, in principle, opposed to a dwelling being erected for security purposes at Home Farm Stables. The community regards Home Farm Stables as an asset to the village and its long-term success is to be encouraged. The objection relates to design, position & materials:PMPC notes that point (iv) of Policy C3 quoted on page 2 of the Reading Agricultural Consultants report states the design, size and location of the dwelling (should) limit its impact on landscape and conservation interests. The currently proposed design seems to seek to make a deliberate statement both by its height, design and choice of materials, and proximity to the highway (Newbury Hill). The proposed design of the dwelling and its siting nearer to the highway than the first design submitted (now withdrawn) is, in the opinion of PMPC, contrary to these criteria. PMPC considers a location further north and of a height and materials similar to, or complementary with, the existing equestrian buildings within the site would be both more acceptable and comply with the policy requirement. The planning application shows removal of trees at the proposed site between the highway and the stables. PMPC would prefer to see healthy trees between the highway and the site preserved, the existing hedge untouched and additional screening planted. PMPC seeks a legally enforceable agreement formally tying the dwelling's use to the equestrian function at that site. It is proposed to extend the curtilage eastwards beyond the fence, which would require Change of Use from Agricultural to Residential. PMPC is concerned that this could set a precedent for extending the village. Zero or minimal extension is preferred.HCC Cllr Pat West suggested that PMPC may wish to ask Ward Councillors to take this proposal to Planning Committee.Action: Clerk to brief Ward Councillors.(b) Gatcombe: Demolish workshop, erect annexe: No Objection Action: Clerk to send response before 3rd March 2006.(c) Penton Lodge: Demolish garage; erect extension, walkway, kitchen etc: PMPC reiterated that it continues to support the restoration and revitalisation of the Stable Block but objects on the following grounds: Reasons for Objection1. The extension is out of keeping with the former stable block (Listed Building), especially the proposed slate roof which would obscure publicly-visible reinstated architectural features. Glass would be better. 2. Garage to be demolished but kitchen should be sited away from the road due to the impact on the local environment of the noise and smells generated by a commercial kitchen (and boiler) in the proposed location.3. Any proposed stained plywood gable ends should be red brick or hanging slate. 4. Replacement gate at Newbury Hill roadside must be permanently locked/sealed. 5. Security lighting must be adjusted so as not to affect adjacent properties or road users.Additional CommentsAt an Open Forum before the PMPC Meeting, concerns were expressed regarding increased traffic, resulting in more vehicular movements & roadside parking down Newbury Hill. It was also noted that the applicant had, at an Open Forum in September 2005, undertaken to remove the bin area and to relocate the boiler further from the road to within the existing buildings and, at a site visit soon after, had agreed to propose brick instead of plywood gable ends. The fact that none of these undertakings is reflected in the current proposal has lead to increased community objection to this application.Action: Clerk to send response before 24th February 2006.(d) Penton Park Trees: InventoryClerk had discussed with Tree Warden Rod Bennett. Agreed too early in year to start the inventory.Action: Clerk to contact landowners seeking access.(e) TVBC Planning Procedures: All available Councillors had attended an information session at Penton Grafton Village Hall Monday 30th January and all agreed it had been a useful briefing.(f) TVBC Local Plan Inspectors Report Part 2 available. Published on 3 February 2006, the second part of the Inspectors Report addresses the proposed allocations for development in Andover (Chapter 10, non-housing only), omission sites and general development control policies for Chapter 4,7,8 and 9 of the plan, the sustainability appraisal (Chapter 12) and Annexes 1-3 and Appendices 1-14. The report also includes a response to the queries raised by the Council, following receipt of the draft version on 22 December 2005. For details see TVBC website Action: Clerk to include Cover letter in next Circulation Envelope. 017/06 Affordable Village Housing Nothing further to report from Ewelme but contacted expected by end-February. 018/06 Rivers, Drainage, Sewerage, Mud on Roads (a) Lay-by opposite White Hart Inn Street cleaning completed by TVBC. Thanks received from White Hart. HCC Highways has costed improvements to the lay-by - estimated around £3,000. Quote: We have had some good news, in that our budgets have been boosted for next year. Exactly how much of a boost Test Valley BC is going to receive hasn't been decided yet. When we do find out what they are I will have a meeting with Andrew Milne and our Special Maintenance guys to try and push for the kerbing and drainage on Chalkcroft Lane. Action: Clerk to continue to liaise with HCC Highways. (b) Home Farm Stables Area: mud on highway Mr North has installed drain across entrance. Action: Clerk to continue to liaise with HCC Highways re other works required. (c) Grainstore Area: excessive run-off down Chalkcroft Lane Dunnings has inserted trench between road and hard-standing for hedge planting. The various drains have all been rodded and jet blasted by Hampshire Drains and reported to be in full working order. 019/06 Roads, Traffic & Signs: nothing to report.020/06 Bus Services & Bus Shelter MaintenanceCango buses: Reply received from Tim Knight, HCC, Winchester re:(a) Bookings. Stagecoach now has C5 booking technology but short notice bookings may still be affected.(b) Hospital Stop: Route determined by bookings and status of registration with Traffic Commissioner.(c) Driver inconsistency: Unbooked passengers can only be taken to timed stops.Action: Clerk & Chairman to reply, cc Cllr West.021/06 Rights-of-Way & Common Land (Pond) (a) Mark Way: Application by Trail Riders Fellowship (Winchester) to convert part of Mark Lane and Harrow Way to a Byway Open to All Traffic. Clerk had discussed with RoW Officers and no action is necessary. If the claims are investigated then PMPC will be consulted by HCC but not for, say, 4-5 years - or not at all - for if legislation currently in Parliament goes through, then claims made after May 2005 will be rejected (e.g. those in PMCP). (b) Penton Pond & Ford: Martin Smith reported that 1200 snowdrop bulbs had been purchased using balance available from payment made in March 2005 to Rod Eggington for Pond surrounds upkeep & maintenance. Suggested that Penton Brownies be approached re. planting. Action: Martin Smith to contact Heather Carrick or Jane Breems(c) Footpaths, Bridleways & Hedges: · Blacksmiths Lane surface improvement project: No progress. Action: Martin Smith & Rodney Bennett to progress with PGPC· Trinity Rise: Overhanging vegetation has been trimmed. 022/06 Finance & Personnel (a) Parish Council Account & Budget 2005-06 Clerk tabled statement of accounts & budget, including specified categories of reserves for Budget Year 2006-07. The 2006-07 budget will be presented in more detail at the next meeting but Councillors were requested to study the draft budget handed out in advance. Bank statements were noted and PMPC accounts approved.
