Resolved that Minutes were an accurate record.  Minutes signed by Chairman.

093/06 Planning Applications    
                                                 

(a) Harroway Farmhouse : No Objection

                                              

(b) Rothsay: Sir George Young MP met with Covenant on 7th August and sent a Briefing Note to PMPC & PGPC.  Covenant seeks a meeting with the PC's but agreed (with PGPC) that the following reply will be sent on Sept 5th:-

"Both Penton Grafton PC and Penton Mewsey PC have considered your offer to meet with Covenant.  Both PC's have received a useful briefing note from Sir George Young following his meeting with Covenant on 7th August 2006.  Both PC's have submitted their Planning Response to TVBC (PMPC's attached) and consider that the matter now lies in the hands of TVBC's Planning process and therefore, until that process has taken its immediate course, see little merit in holding a specific PC-only meeting with Covenant.  If there were to be a meeting thereafter then it should be a joint one including RODAC representatives.  This current conclusion should not be taken as tacit approval to Covenant's proposals.  It is very clear that the strong local feeling against these have not been abated by the changes made in the current planning application".

(c) Charlton Shop & Post Office: Charlton PC has advised PMPC that Tesco has undertaken to retain the Post Office should Planning Permission be obtained.

(d) Foxcotte Lane: Hampshire Minerals & Waste Development Framework - The TVBC dog-walking area west of the Charlton BMX track has been listed as a potential candidate for a Waste Recycling Plant. Clerk has ascertained that re-evaluation of sites will take place in Spring 2007 and PMPC will be consulted should the site remain on the provisional list.

(e) West Portway: Correspondence between Mr Midgley (East Lodge) and TVBC Planning Services has been copied to PMPC (in circulation envelope).

(f) Penton Park Trees Inventory: Mr Snow has given verbal agreement to enter his land.  Dunnings Estates has refused permission.  TVBC Tree Officer has stated: At present the Penton Park area is some way down the list; unless I become aware that there is significant threat to trees here for which the existing TPO is inadequate I will not be seeking an early review of this Order.  A TPO review would not be able to secure new tree planting; nor would it enable replacement for trees lost historically. However if you are aware that protected trees have been lost (through disease, pressure of storm or in contravention of the Order) within the last four years I should be grateful to hear from you as there  may be potential to enforce their replacement under the provisions of the existing TPO.

Action: Rod Bennett to discuss with Pat Midgley

(g) Gatcombe: Clerk has asked TVBC if there was a condition to restore the railings but has yet to receive a reply.

(h) Penton Grainstore: PMPC has been copied on a letter from Dunnings to Unique Earthenware about continued misuse of Chalkcroft Lane (copy in circulation envelope).

094/06 Affordable Village Housing: Nothing further to report from Ewelme.  PMPC has been invited to Test Valley Rural Housing Association AGM on 12th Sept.  Agreed attendance not necessary.

095/06 Rivers, Drainage, Sewerage: HCC has provided a copy of their draft investigation "Road Drainage Improvement & Surface Dressing Penton Mewsey Village".  The Principle Engineer (George Chisenga) recommends drainage improvements at Newbury Hill, Chalkcroft Lane (White Hart & Grainstore area) plus surface dressing works - at an estimated total cost of £56,000, ideally by end-2006.  However, the HCC Tree Officer has yet to comment on the White Hart lay-by and funding has yet to be secured for this financial year.

Action: Clerk to maintain close contact with HCC Highways engineer.

096/06 Roads, Traffic, Signs & Verges

The grass cut at the junction of Harroway Lane & Foxcotte Lane was done by TVBC, under contract to HCC.  Further requests to be made to TVBC Commercial Services.


097/06 Bus Services & Bus Shelter Maintenance: Nothing to report

098/06 Rights-of-Way, Common Land (Pond) & PMPC Land (Trinity Rise)

(a) Penton Pond & Ford:
Mr Stubbs has again mowed the bottom of the pond.

(b) Footpaths, Bridleways & Hedges:

·        Blacksmiths Lane surface improvement project. No report.

·        HCC Footpath usage survey.: On hold.

·        Footpath 6 over Ley Hill needs cutting and stile repairing

Action:   Rodney Bennett to ask Dunning's tenant farmer re path clearance

                 Martin Smith to discuss stile repair with Joan Marchmont

(c) Trinity Rise Grass:
Mr Stubbs has cut the grass.
