Apologies received: Ward Councillors Southern & Lashbrook The meeting was preceded by an Open Forum (7.30 - 8.30pm) whereby nineteen members of the public raised issues regarding the latest application for the Rothsay site. Rodney Bennett reminded those present that he has registered his beneficial interest in land adjacent the western limit of the Rothsay site.
004/07 Planning Applications (a) Rothsay: PMPC Objection, for the following reasons (text sent to TVBC): A public meeting was held in Penton Village Hall on 15th Jan 2007 with 25 persons attending. Whilst recognising a need for nursing homes for the elderly in the greater Andover area, PMPC has the following Reasons for Objection
Countryside & Strategic Gap: Building proposed is considered inappropriate for this site. Seek clarification on height and footprint compared with the Outline Plans and the existing derelict buildings. Road Safety: Since the application for Outline Consent was made, ten new dwellings have been built at Penton Corner and the A342 lay-out adjacent the site has been modified as a response to recent fatalities. The current application does not reflect these changes. There is no emergency entrance/exit or a one-way system with separate entrance & exit. A roundabout would improve safety on this very busy road.
Client Base: It is neither clear what the client base and client mix will be nor how the internal lay-out is appropriate. Recommend that the internal lay-out be redesigned to follow current best practice for self-contained 'family' units within the whole building. Need to apply conditions to restrict the facility to a Nursing Home for the Elderly only (60 years+?).
Parking: Appears inadequate for staff & visitors. More information needed.
Protected Species: It is understood that the Rothsay buildings have been identified as a maternity roost for Pipistrelle bats, thus this issue has also to be addressed. (a) Folly Cottage (tree): Fell diseased Chestnut tree. PMPC: No action required.
(b) Penton Park Trees Inventory Action: Messrs Bennett & Midgley to undertake by end-February 2007.
(c) Local Government White Paper: John Isherwood attended briefing in Winchester 28/11/06 and has since reported to PMPC by E-Mail & paper copies.
005/07 Consultation on TVBC Dog Control Orders - "Traffic Lights" TVBC seeks PMPC input by 23rd Feb regarding public places in PMCP where dogs should be excluded ("red"), kept on leads ("amber") or allowed off the lead ("green"). Agreed that "red" should apply to only the Recreational Field & Playground (as now). There should be no "amber" and the TVBC dog-walking area west of the Charlton Playing Fields should be "green". Action: Clerk to respond to TVBC accordingly.
006/07 Parish Boundaries & Parish Plan
(a) Boundaries: Clerk presented a map proposing a limited extension of the PMCP/PGCP boundary westwards to include those dwellings in Penton Grafton, to create "The Pentons CP". PGCP could be renamed as "Weyhill & Clanville CP". Advice received from TVBC is that a boundary change process can be initiated if both PC's write to TVBC. This process would include consultation with the electorate throughout the areas concerned. Action: PGPC to discuss at next meeting 29th January.
(b) Parish Plan: Although interested in principle, PMPC would rather have the boundary changed first. Such a schedule could also be included in any letter to TVBC re boundary changes.
007/07 Affordable Village Housing Nothing further to report from Ewelme.
008/07 Rivers, Drainage, Sewerage (a) Newbury Hill: The work has been completed.
(b) White Hart Lay-by: HCC have advised that that the contractor is scheduled to start by late February.
(c) Foxcotte Lane: HCC work schedule (in circulation envelope) shows a new culvert is planned for 4Q'07.
(d) Stream Bed: Rodney Bennett asked if the stream bed between Penton bridge and the Foxcotte Lane culvert should be dredged. Agreed to wait until the new culvert is in place.
009/07 Roads, Traffic, Signs, Pavements & Verges (a) Newbury Hill & Lane: Street nameplate to be moved into Newbury Lane, timetable unclear. TVBC letters sent to all householders clarifying addresses, including postcodes.
(b) Trinity Rise: The tarmac walkways are very slippery due to moss etc. Action: Clerk to contact Testway Housing
010/07 Bus Services & Shelter Maintenance Lorna Nias raised concerns over transport to Andover Hospital. Action: Lorna Nias to draft letter for Clerk to send to Hampshire Action Team in time for meeting at Thruxton on 6th February. 011/07 Rights-of-Way, Common Land (Pond) & PMPC Land (Trinity Rise) (a) Blacksmiths Lane: Action: Rodney Bennett to prepare scope of work and materials cost estimate by end-January so decision can be taken at next meeting March 5th.
(b) Penton Pond & Ford: Flowing but no action required at present.
(c) PMPC Land Trinity Rise: Action: Clerk awaiting Mr Payne for site meeting to verify that PMPC land and Trinity Rise pavement is made good.
012/07 PMPC Notice Boards Restoration of the wooden Trinity Rise board has been completed and the board re-erected. Councillors expressed their pleasure at the quality of the workmanship. Invoice received and paid.

(g) Budget for 2007-08: Clerk presented predicted status end-March 2007 and a proposed budget for 2007-08 (£4500 precept already requested). Action: To be finalised at next meeting
