MINUTES OF THE UGLEY PARISH COUNCIL MEETING HELD IN THE
VILLAGE HALL AT 8.00 PM ON MONDAY 24TH DAY OF JANUARY 2005
Present: - Councillors Jean Reay (Chairperson), David Cross, Betty Francis, David Hilton, Nick Shutes, Tony Turner and Cyril Watts, (Clerk).
Also Present: - District Councillor Anne Marchant.
Apologies: -County Councillor Richard Wallace, District Councillor Geoffrey Sell and Parish Councillor Roger Pryor.
There were no members of the public or press in attendance
The Chairperson introduced and welcomed, Fiona Gardiner from Uttlesford District Council, their new Anti Social Behaviour officer.
Fiona presented a comprehensive report on the details of her duties explaining the collaboration with the police and as and when necessary with the parents of offending minors in the efforts to control and stamp out Anti Social Behaviour in the district. Numerous positive results were quoted, but the need was stressed for members of the public and organisations such as this Council to provide information of any instances of Anti Social Behaviour regarded as worth following up.
A Guide to Anti Social Behaviour in the form of a leaflet was distributed. It contained useful contact numbers; Uttlesford District Council (Fiona Gardiner), (01799) 510510, Police Station, (01376) 551312. Emergencies, 999.
1) Minutes of Meeting 13/12/04 The Minutes having been circulated were agreed as a true record and signed by the Chairperson
2) Matters Arising.
(a) Website. Was reported as still unsatisfactory. The Minutes of our last meeting were distorted by failing to copy as entered, the figures in the finance section in particular being all over the place. The screen space was totally inadequate much of it being taken up with advertising. David Cross had been in touch with the Local Channel and was promised once again the anomalies would be ironed out. Apparently we were not the only users suffering from the inadequacy of the Local Channel Website system.
(b) Planning Village Hall Car Park. Answers had been made to questions asked by Uttlesford Planning Services and explanations given to clearly clarify the situation. The Planning Services were still insistent however on an ecological report. David Cross said he would contact Planning Services with a view to suggesting we should not have to submit one.
(c) Various Highway issues in Ugley. A letter from E.C.C. H & T confirmed outstanding issues will be investigated and arrangements made for the appropriate actions to be taken.
Outstanding items included: - Fingerpost to Footpath 15, Verges adjacent Foxtons Farm/Old Homestead, Cats eyes B1383, Travellers Patmore End adj. the M11 Bridge
where we have made a suggestion that consideration be given towards excavating trenches in the verge to stop travellers returning and parking there.
d) Postal Complaint. Our letter to Royal Mail Customer Services, Barnsley had
found its way to Glasgow from whence a reply was received giving reassurance that the mail was being correctly delivered. With regard to time of delivery there was no specified set time with the exception of special deliveries. The aim is to deliver all mail between 9 am and lunchtime in urban areas and by mid afternoon in rural areas. It was pointed out that subject to producing ID proof of residence at their current address collection could be made in person at the delivery office. There was an option to contact the independent consumer body, Post watch, on telephone number 0845 601 3265 or write to Freepost Post watch if anyone was not happy with this response.
(e) Heavy Transport Ugley Green. Dunmow Police office acknowledged our letter confirming the matter would be put in hand and giving details of the local P.C from Stansted who would be in touch. E-Mail had in fact been received from the Officer who clarified that a new Officer was on the verge of being appointed who would then be in touch regarding the matter.
(f) Village Civic Amenity Service. The Clerk confirmed having cancelled the service and also given notice to the Village Magazine and Messrs Biffa at the Ugley Landfill site.
(g) Ugley Green Waste Collection Notice had been given to the Village Magazine of the cancellation of the Skip in 2005.
(h) Community Achievement Award 2004/05 Councillor Tony Turner confirmed having been in touch with Phyllis Harrison regarding the Presentation.
(i) Precept 2005/06.The Clerk confirmed having applied for the Sum as agreed at the last meeting of £5,800.
(j) Precept Expenditure 2004/05. The estimated end of year surplus against the budgeted Section 137 year?s expenditure of around £1200 was discussed as to its purposeful use for the Community. It was resolved that a Grant be made of £600 to the Village Hall for the purposes of assisting towards the costs of electrical installations in connection with the proposed electrical heating in lieu of the existing gas heating. Repairs and redecorations were also in need of attention to the Public Bus Shelters.
(k) S.S.E Conference Hilton Hotel. Councillor David Hilton reported the Conference being fully booked leaving a vacancy which he had taken up.
(l) Chequers Septic Tank. There were no recent reports of further road flooding. The Environmental Health officer from Uttlesford had been to inspect; there was no news of the outcome.
(m) Carols Christmas Eve. Was reported as being highly successful, a Sum of £141 having been raised and donated to the Essex Air Ambulance. Letters of thanks had been sent to all helpers. An acknowledgement and letter of thanks was received from the Essex Air Ambulance.

There were no comments on the above matters other than the Landfill site where the Clerk had already reiterated to E.C.C (copy to Uttlesford), previous comments regarding noise pollution adding the fact there should be no disturbance whatsoever to residents living nearby.

(a) E.C.C. Shows & Fetes Rights of Way. - A letter from the Highways and Transport Dept. explained their intentions in 2005 to seek six village fetes/shows (three in the south and three in the north) at which they would be able to focus on the public rights of way network and to that end to bring extracts of the definitive map for the area to show people where they can walk/ride. The intention was also to look to providing a short walk on the day and get people to experience local walking for themselves. In view of the near proximity of Linnet?s wood to the fete site and the probability of the added attraction the Clerk had responded offering the Ugley
Facilities if the E.C.C. was to be so interested.
(b) David Cross was not entirely clear and was concerned about how the new Licensing Laws would affect the Village Hall. Anne Marchant would check the matter with a view to advising.
© The Finger Post to Dellows Lane at the South end was reported in need of attention. E.C.C. H & T to be notified.
There being no further business to attend to the meeting was closed at 9.45 pm.
