MINUTES OF THE UGLEY PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL AT 8.00 PM. ON MONDAY 21st DAY OF MARCH 2005
Present: - Councillors Jean Reay (Chairperson), David Cross, Betty Francis, David Hilton, Roger Pryor, Nick Shutes, Tony Turner and Cyril Watts (Clerk).
Also Present: - No others
Apologies: - Richard Wallace (County Councillor), Geoffrey Sell and Anne Marchant (District Councillors)
There were no members of the Public or Press in attendance.
1) Minutes of Meeting held 24th January 2005 Having been circulated they were approved as a true record and signed by the Chairperson.
2) Matters Arising
(a) Website. It was reported that with the current amendments by the Local Channel the Website was becoming more functional. The last set of our minutes had been entered and printed out successfully. The future appeared to hold better prospects for entering more relevant and varied material.
(b)Planning . Village Hall Car Park. Uttlesford Planning Services were still insistent on an ecological report. An arrangement was made with the Essex Amphibian & Reptile Group with whom David Cross held a meeting on site following which a report was made and sent direct to Uttlesford; copy to ourselves.
The report was of a negative nature. Surprisingly there was no charge for the report, only a suggestion that a contribution to the Group would be gratefully accepted. A donation of £25 from the Village Hall funds had been duly arranged.
© E.C.C. H & T- Highway Issues. The travellers had been moved on, but nothing had been heard about any action to allay their likely return. The cats eyes from the B1383 had been removed. The finger posts to footpath 15 and Dellows Lane were still in need of attention. Nothing had been heard of any likely action with regard to the verges adjacent Foxtons Farm/Old Homestead.
(d) Heavy Transport Ugley Green. A newly appointed Community Police Officer posted at Stansted for the purposes mainly of covering problems in Ugley and Birchanger had made contact with a view to following up for one thing the heavy transport problem through Ugley Green.
Little could be done without local co-operation and the supply of information which could possibly be followed up. The officer, P.C. Monro No.2317 promised to monitor the situation as far as it is possible, but requested any information such as vehicle numbers, dates/times, and if possible destination to where travelling etc. be phoned through to Stansted Police Station (01279) 812211.
(e) Village Civic Amenity Service. A letter from Messrs Biffa Waste Services was received offering to provide an Amenity Skip on a similar basis as that formerly provided by the District Council. Access to be provided to the skip between 8.00 am. and 4.00 pm. . on both days sited by the offices as before on the weekend of 9th/10th April . Entry to the site, use of skip and exit from the site to be at residents own risk, however every endeavour would be made to provide safety as far as possible.
There to be no commercial tipping, only residents private waste. Legislation demands no tipping of hazardous waste, i.e. car batteries, fridges/freezers, asbestos, gas bottles, tyres, fluorescent light tubes, televisions, waste oil, liquid waste and other like materials.
Providing all goes well the skip will be provided again on the weekend of 10th/11th September; to be confirmed nearer the time.
The Clerk had gratefully accepted the offer on behalf of the Council and arranged for publication in the village magazine.
(f) Community Achievement Award 2004. A letter of thanks from Mrs. Phyllis Harrison was given notice for the confidence shown by the Council in proposing her for the Award and to Tony Turner for his accompany to the Presentation.
(g) Precept Expenditure 2004/05 Section 137. The Financial Officer made the point that the required repairs and re-decorations to the bus shelters should not be regarded as Section 137 expenditure but came under the heading of Maintenance and Upkeep. There remained therefore in the region of £600 which could be spent on behalf and to the benefit of the community. Following lengthy discussion it was resolved in view of the popularity of the picnic table in Linnets Wood to consider the installation of a public seat adjacent thereto. It was felt that before going ahead notice should be given and agreement obtained from the Woodland Trust. David Hilton suggested that in writing to the Trust they may prove interested in meeting the cost on a 50/50 basis. The Clerk would write to the Trust accordingly.
(h) S.S.E. Conference Hilton Hotel. David Hilton who attended the Conference had nothing to add to his written report, copies of which were sent out with the Agendas for this meeting.
(i) Village Hall Licensing Laws. David Cross had attended the meeting called for discussion of the new laws. It confirmed the doubts and the obvious lack of consideration as to the manner of application to such bodies as the Ugley Village Hall and the like. It was disturbing to think that hirers of the hall, for instance the Womens Institute, Friendship Club etc. in running their small raffles to raise funds, would without a licence be breaking the law if the raffle prizes included anything alcoholic. Any functions including such as the Annual Village Fete, Wedding Receptions etc. held in the Hall would only be above the law providing anything alcoholic was not sold but given away. Control of behaviour also presented a major problem whether or not an issued licence was in force. Without serious re-considerations being given to the laws and their application the future would appear bleak for the focal point of most villages, their Village Hall.

(k) Emergency Planning Civil Contingencies Act 2004. The papers circulated for the purposes of comments brought forward little constructive discussion. A meeting attended by our Chairperson gave no leads since the person to have headed the meeting did not turn up. The matter was left pending.
