                                   PARISH COUNCIL OF UGLEY

 

MINUTES OF THE COUNCIL MEETING FOLLOWING THE ANNUAL ASSEMBLY MEETING ON MONDAY  25th APRIL 2005 AT  9.05 pm.

 

Present:   Councillors Jean Reay (Chairperson), David Cross, (standing in for Clerk),

 Betty Francis, David Hilton,   Nick Shutes, and Tony Turner.

 

Also Present.    Richard Wallace (County Councillor) and Geoffrey Sell (District Councillor).

 

Apologies:  Councillor Roger Pryor and Cyril Watts (Clerk)

 

There were no members of the Public or Press in attendance.

 

1) Minutes of Meeting held 24th January 2005.  Having been circulated they were confirmed as a true record and signed by the Chairperson.

 

2)  Matters Arising.

 

a) Local Channel Website.  David Cross reported still experiencing problems with placing information on to the Site.

 

b) Bus Shelter B1383.  Matters were in hand with the Insurers who awaited an estimate for the reinstatement works.

A letter was received from Essex Police noting details as follows: - Vehicle G830PMV Toyota M.R.2. Driver.Owner. Benjamin James PIERCE. 11 Coney Acre, Rickling Green. CB11 3YQ.  To date there were no insurance details recorded. Following further details becoming available the Police would write again.

A copy of the letter was forwarded to Allianz Cornhill.

 

c) S.S.E. Speakers. It was confirmed a letter was written declining the S.S.E. request to send Speakers to one of our meetings.

 

d) Village Hall Car Park Extension. Difficulties were still being experienced with the Planning Application. It appeared some documents were either lost or mislaid regarding the ecological report. A request had apparently been made via an answer phone for further information without following up with a letter. There is no knowledge on which answer phone it was placed. Geoffrey Sell promised to follow up our disappointment with the way the application is being handled.

4) PLANNING.

UTT/0446/05/FUL                The Chase ? Access into field      adjacent.

 

 Comments: Re. The Chase ? letter requested to Planning Services pointing out an access already exists into the field and the proposed new entrance is considered a danger with vehicles entering and leaving on the stretch of road where vehicles travel at speeds more often than not in excess of the speed limits.

5) FINANCE.

 

a) Seat in Linnets Wood.   To date there was no reply from the Woodland Trust to our letter.

 

b) Grant of £1000 from E.A.L.C. / E.C.C.   It was resolved to purchase a Laptop Computer and Printer with accessories for the use by the Council Clerk; the equipment remaining the property of the Council.  Geoffrey Sell would arrange for information on Computer programmes suitable for Council work.  With the increase

in computer communication it was considered this would be an asset to the Parish Council.

 

c) Current Payments due.

It was resolved that in future fifty percent of the Clerks Phone Bill should be paid by the Council as it was agreed the Claim for calls was under estimated.  A recommendation was made that a photo copy of the phone bill is included in the Financial Report.

d)   Betty Francis reported a large hole outside Bucklands following work on a leak by

 The Water Board.   They were to be contacted regarding reinstatement.   She also requested if the roadwork?s equipment outside Woodlands could be removed.

 

 

 

 

 

 

 

There being no further business the Meeting was closed at 9.45 pm

The next meeting would be on 20th June following the A.G.M. on the same date.
