PARISH COUNCIL OF UGLEY

 

 

MINUTES OF THE COUNCIL MEETING HELD FOLLOWING THE A.G.M. IN THE VILLAGE HALL ON MONDAY 15th AUGUST 2005 AT 8.00 PM.

 

Present:  Councillors Jean Reay (Chairperson), Betty Francis, David Hilton, Nick Shutes, Tony Turner, David Cross (standing in for clerk ).

 

Also in attendance Anne Marchant ( District Councillor )

AGENDA

 

1.Minutes of meeting held 20th June: Having been circulated they were confirmed as a true record and signed by the Chairperson.

 

2.Matters Arising:

 

a. Local Channel Website:. There has been an improvement; we are now able to place more information on the internet.

 

b. Village Hall Car Park:  A new application is in hand with revised drawing showing the actual area we have taken for parking. We will at the same time informing the Planning Office that we propose to place a fence along the area were the land falls away.

 

c. Bus Shelter B1383: The insurance for the replacement of the Bus Shelter has been agreed and work will be carried out in the near future.

 

d. Licensing Act 2005: A Licence application form has been received. David Hilton has very kindly agreed to complete the form, as we will not be applying for a liquor licence, but the performance of music only, there is no time limitation for the return of this application.

 

e. B.T. Payphone. Ugley Green: The Parish Council was informed that we have received a letter from B.T. confirming that the phone box is listed and will not be removed.

 

f. Verge Patmore End. Adg M11 Bridge:  It has been agreed to place wood posts along the verge of the road to prevent illegal parking of Vehicles. The work will be carried out in the near future.

UTT/0070?05FUL Broom, Burney Wood.Refused. It was recommended that a letter should be sent to Uttlesford Council informing that the area was still being used.

6. A.O.B.

 

 

a. SSE £10 Donation. It was agreed to pay this subscription.

c. Community Achievement Awards. 2005/06. It was unanimously agreed that Cyril

Watts name be put forward to receive this award. Jean Reay was asked to complete the form.

 

 

 

d. RCCE?S Village Hall Conference. David Cross agreed to attend this meeting PC agreed to pay expenses.

 

 

e. RCCE?S Augustine Courtauld Memorial . It was agreed that this would not apply to Ugley Village.

 

f, UALC Annual Sub £ 25.( See finance)

 

g .Anne Marchant asked the PC if the Peter Wilcock Charity support would be of interest to Ugley, it was agreed that we would not have sufficient youth in the Village to take part in the project.

 

h. Betty Francis asked if the information about the Electricity Board have asked to put a cable across the Village Green is correct, and if so was concerned about damage to the area.

 

i. Tony Turner asked if the Henham web site about the proposed new road A120 would have any effect on Ugley. There are two pages giving information.

 

j. Jean Reay put forward the proposal that the monies in the Postal Account are used for the Village in helping towards the replacement of the Village Hall Gas Heating system which is in urgent need. The Village Hall has a promise of £5000.00 towards the cost and the PC contribution of £4750 would enable the Village Hall to meet the bill of £9423.50 and the cost of covering the loft area with insulation, helping to keep down the running cost.

It was agreed that at the same time that the charges for the hire of the hall to the Ugley Friendship Club, Little Fishes, WI would be reduced by 50%. All local regular Village events.

 

The proposal was unanimously agreed by the Parish Council.

There being no further business the meeting was closed at 9.25 pm.
