A Parish Council Meeting was held on Wednesday 6 May 2009 at 7pm. in the Village Hall

1.    APOLOGIES:  District Councillor Peter Ede

2.    MINUTES

The Minutes of the Parish Council Meeting held on Wednesday 11 March 2009 as circulated were taken as read, approved and signed.

3.    DECLARATIONS OF INTEREST:  Mrs M A Diss and Mr D Rogers declared an interest on the planning application for Land at Santis Little Green Redmarley.  Mrs V Claybourn declared an interest in matters concerning land at Chapel Lane Redmarley.

4.    MATTERS ARISING

(a)  Affordable Rural Housing:  No further information had been received.

(b)  Red telephone boxes:  No news. To be removed from Minutes until there was further information.

(c)  Post Office for Redmarley:  The Clerk had again chased.  There was no progress from the Post Office but Mr Nigel Parry who was dealing with the matter would like to have a meeting after the 12 May 2009 to see if things could be carried forward.  The Chairman, D Parsons, J Pritchard, D Rogers, V Claybourn and the Clerk would attend subject to availability when the date was finalised with Mr Parry.

(d)  Grass cutting Hyde Park Corner:  No further news.

(e)  FODDC Dog Control Order - No fouling:  Councillors and Clerk had put up signs in various areas of the village.  Signs for the Wood had not yet been installed as Forest Enterprise was to have a meeting with the Legal Department of the District Council.  Forest Enterprise had its own byelaws regarding dog fouling and it felt that the legal situation surrounding the new Order needed to be clarified, in case it conflicted with those byelaws.

(f)  Emergency Planning:  D Parsons and J Pritchard had attended Emergency Planning Training on Tuesday 24 March 2009 at Coleford.  They were in the process of working on a plan for Redmarley which would be submitted to the Parish Council when available.

(g)  Bus 651 Redmarley to Gloucester:  The Clerk had written to Bill Carr of the GCC Integrated Transport Unit informing him that there had been several complaints about the cessation of this service. Although he had looked into the question of the 351 bus which runs from Staunton providing a service to Redmarley, this had not proved possible.  He was now looking at a commuter service via Newent, Tibberton and Taynton and would report back.

(h)  Planning documents on line:  Nothing further had been heard on this question.  To be removed from the Minutes until further developments.

(i)  Camping & Caravanning event 9-13 April 2009:  This event had been successful with only minor problems and the Club had enjoyed staying at Redmarley.  The hire charge of £350 had been paid.

(j)  Cutting of trees around Tennis Court:  J Pritchard had not yet removed any of the trees.  Having viewed the trees recently the Clerk and D Parsons had felt that it would be a pity to remove all of them as they softened the view of the Tennis Court.  After discussion it was agreed that J Pritchard would remove the apple tree and removal of the others would be further discussed.

5.  CORRESPONDENCE

(a)  Email from M Vine FODDC Strategic Housing Manager:  A Countywide Housing Needs Assessment commenced in April 2009.  The information regarding this had been circulated.

(b)  Closure of Police reception areas in the Forest of Dean:  Coleford Town Council had written to the Parish Council regarding the closure of police receptions in the area.  Chief Constable Brain had been requested to attend a Meeting to discuss these closures but had declined.  Coleford Town Council had requested support for his attendance at this Meeting and had asked Parishes to write to him with a copy to Jacqui Smith MP, Home Secretary.  After discussion it was agreed that Redmarley Parish Council  wished to support Coleford Town Council and asked the Clerk to write to Chief Constable Brain, with a copy to the Home Secretary and Mark Harper MP. 

(c)  Swine Flu:  A poster had been received from the NHS regarding precautionary measures to be taken.  To be displayed on the School Noticeboard. 

(d)  Local and European Elections:  These would be held on Thursday 4 June 2009 with voting at the Village Hall Redmarley.  Nominations for the GCC election should be received shortly.  Nominations for the European election would be posted on the noticeboards, on the FODDC website and available in its out-stations.

6.  URGENT BUSINESS

An incident had occurred on Friday 24 April 2009 when a client from Pfera Hall was reported as missing.  A large police search had been mounted and he was eventually found on Saturday 25 April 2009.  Terry Diss, as a resident, had had a meeting with the Manager of the Hall, Mrs Hewlett,  to identify the correct procedure that residents should follow in the event of seeing a Pfera Hall client out on his/her own.  She told him that those  who could be a danger to themselves, rather than to residents, would be allowed out only with an escort.  Others who could come to no harm could be allowed out without an escort. 

Mrs Hewlett was keen to establish good relations with the village and encouraged anyone who had concerns to contact the Hall.  She said that she would endeavour to come to the Annual Parish Forum and talk about Pfera Hall.  Councillors thought this would be an excellent idea and the Clerk would send her a formal invitation.

7.  FINANCE

(a)  Independent Internal Audit:  Mr I Selkirk had audited the accounts and there were no matters  to be brought to the Council's attention.  He said that he would like the Clerk to handle the VAT in a different way next year, although the present system was satisfactory and created no problems.  Clerk to liaise with him at 2010 end of year about the new method. 

The annual governance statement was completed by the Council.  The Annual Return for 2008/2009 was then completed and signed by the Chairman and Clerk/RFO.  This would be sent to Moore Stevens, the Independent Auditor on 29 May 2009.  Notices advising residents of their right to inspect the accounts and dates when this could be done had been displayed on the noticeboards. 

(b)  Risk assessment:  The hinge to the back gate of the playing field had been adjusted and a replacement post would not be needed.  The goal post net supports had been strengthened and damage to the front slat of the playing field seat had been planed and re-varnished.  Old goalposts had been moved to the Village Hall car park and the Clerk had had them taken away by a local scrap merchant.  J Pritchard and Terry Diss had carried out this work and V Claybourn proposed a vote of thanks to them.

(c)  Clerk's back pay:  The back pay due to the Clerk had been paid and totalled £54.41.  Details are given as follows:-

(d)  Purchase of stationery:  It was agreed that the Clerk should order three each of Hewlett Packard extra life black ink cartridges and colour cartridges at a cost of £25.99 and £31.99 each respectively.  Clear A4 folders, file folders and A4 brown envelopes were also needed and it was agreed that these should be ordered.

(e)  Insurance:  The amount of £864.92 had been transferred from the Parish Council's Deposit Account to the Current Account to cover the cost of insurance due on 1 April 2009.  On receipt of the Precept this had been returned to the Deposit Account.

HIGHWAYS

(a)  Stones on the Highway:  The stones outside Church Cottage on the road through Redmarley had been reported to Highways and would be investigated. 

(b)  Policy on Advertising on the Highway:  A policy document and forms had been received from Highways regarding the procedure to be followed for advertising signs on the Highway and had been circulated to councillors..  Copies had been given to the School, Church and Village Hall and would be mentioned again in the Parish Magazine.

Signs erected for the Pauntley Cross Country events had been placed on the War Memorial and had been removed.  Clerk to write to the organiser of these events and request that no signs should be put there. 

(c)  Flooding at Haw Cross:   Work had been carried out on the flooding at the Marlpool in Haw Cross and the problem was partially resolved.  More work is to be carried out by Highways in the near future.

(d)  Any other road matters:  A large pothole outside Paget's Nursery had been reported to Highways and D Parsons reported a large pothole on Red Ditch Lane.

9.  PLANNING

Previous applications:

Windsor Clive Inert Recycling Plant - Land at Bury Court Redmarley:   On behalf of the Parish Council the Clerk had written to Steve Harris of the Enforcement Section of the GCC Planning Department and requested that the Parish Council be kept fully informed of the progress on the implementation of conditions, both those that needed to be complied with before commencement of the operation and those concerning the running of the plant.  Mr Harris had replied that the Parish Council's letter would be filed in the application's planning file.  The applicant had three years before the permission notice lapsed.

Poole The Grain Store Durbridge Road:  Outline application for the erection of an agricultural worker's dwelling.  Section 106 agreement to be signed.  Still pending.

Hayward Rosemary Cottage Lowbands:  Works on trees.  No objections from RPC.  Passed.

Bolton Greenfields The Green:  LBC for removal/unblocking of existing fireplace opening and installation of wood burning stove and flue in dining room.  No objections from RPC.  Passed.

Pealing 6 Little Green:  Works on trees.  No objections from RPC. Passed.

Brookes Pear Tree Cottage The Causeway:  Works on trees.  No objections from RPC.  Passed.

Jones Moat Stables Chapel Lane:  Discharge of conditions 05 and 07 on planning permission P1590/07/FUL.  No objections from RPC.  Passed.

New applications:

Fairhurst Ambersley Redmarley:  Works on trees.  On further information from Mr Sweet of FODDC  councillors' objections to this application had been withdrawn.  Pending.

Turner Glynch Farm Mill Lane Staunton:  LBC for internal and external alterations and refurbishment of farmhouse.  No objections from RPC.  Pending.

Osborn Church Cottage:  Works on trees.  No objections.  Pending.

Pealing Land at Santis Little Green:  Erection of a detached dwelling and garage, including turning area, improvements to existing driveway to provide shared access.  This application had been only been seen by two councillors and as it contained a large amount of paperwork councillors preferred that it should continue to be circulated to them, rather than it being discussed at the Meeting. 

Stevens Land at Cooks Lane:  Discharge of conditions 3 & 4 on P1380/07/COU allowed on appeal.  Site development scheme and five year schedule.  To be circulated.

Finch Egg Tump Cottage Egg Tump Bromesberrow:  Erection of a conservatory. To be circulated. 

CAPRI - PRI INSTALLATION:  D Rogers and the Clerk had attended the CAPRI public meeting on Saturday 23 March 2009.  It had been very well attended and Eldersfield School hall was full.  It was an excellent meeting with representatives speaking on  the various aspects of the current planning application with Tewkesbury Borough Council.  Full minutes can be read on the CAPRI website.

(e)  Durbridge Road/Murrells End
(i)  Murrells End Farm:  A report has been sent to Committee to decide on whether to issue an Enforcement Notice .  However, Mr Turville has put in an appeal against the FODDC decision to refuse his application for temporary use of of part of an existing building to provide living accommodation.  The appeal would be heard on 23 June 2009.   The Parish Council would be notified of this Appeal in due course.

(ii)  Fairground equipment and living accommodation - Land at Murrells End/Durbridge Road::  Mr Manning, the owner of the site,  had applied for a Certificate of Lawfulness as he states that  the equipment in question had been on the site for 10 years or more.  With regard to residential use he now had to provide proof to the Enforcement Officer that he had been living there fore 10 years or more.  He was to contact Mr Grenyer with details of his progress at the end of next week.  A report would then go to Committee to ascertain whether an enforcement notice should be issued  on both residential and storage of equipment aspects. 

(iii)  Darkham Wood:  Andrew Grenyer inspected the site but found no caravan there.  A caravan which had been on the corner of Murrells End and Durbridge Road had also been moved.  Mr Grenyer was looking into the ownership of Darkham Wood with regard to the two outbuildings which were on site.

(iv)  Unauthorised development on Land at Chapel Lane - Mr Bowness:  Authorisation was given at the FODDC Planning Committee on 21 April 2009 for enforcement action to be taken.  A Planning Contravention notice had to be served first and then an Enforcement Notice.
                       
10.  PLAYING FIELD

(a) Playing Field project:  Details of expenditure to date are attached to these Minutes.  Lawrence Bolton  had  installed  the seats and the bins would be installed tomorrow, 7 May.  In addition, he had moved a large pile of soil which was  hampering the grass cutting machine when getting through to the lower pitch.  The amount left in the grant was for laying the base for the youth shelter.  This would be done when its final position was decided on, should a grant be obtained for the multi-use games area.

(b)  A letter had been received from Mr John Giles, Chairman of the Tennis Club.  It stated that a paving slab on the steps leading to the Tennis Club hut had been broken and he thought it was probably damaged by the caravanners who had recently used the playing field.  Clerk to investigate having it repaired.  J Giles also asked when the youth shelter would be relocated because it was causing distraction to tennis players.  The Clerk pointed out that G Baum of the Tennis Club was at the meeting when its current position was determined.  Clerk to write and inform J Giles that it would not be moved until the success or otherwise of the applications for a games area was known. 

(b)  Multi use games area:  The sub-committee had had a meeting on Monday 20 April 2009.  Three quotes for various options had been obtained by the Clerk but the favoured company was Lightmain Ltd.  After discussion it was decided that the most viable option was to have a tarmac surface with a goal end at both ends, rather than just at one end.  The Clerk had obtained a quote for this from Lightmain and it is attached to these Minutes.  Grant options had been looked into by the Clerk.  The larger grants would come from the Big Lottery or Sport England, with other smaller grants coming from different organisations.  It had been decided initially to apply to the Big Lottery 'Reaching Communities' grant and the Sport England 'Rural Communities Themed Round'.  Clerk and D Parsons to make a joint effort on these applications.  If these were not successful then a series of bids to the smaller grant funding streams would be looked at.  It was thought very necessary, if any grants were to be obtained,  that the local primary schools should be involved in using such a games area.  Clerk to liaise with the schools via the Chairman of Governors of Redmarley Primary School, David Berrisford.

11.  REDMARLEY ANNUAL PARISH FORUM:  It was agreed that the Manager of Pfera Hall would be invited to attend and P C Howard had also been asked to attend.  If possible, a presentation regarding the work on the playing field and the multi use games area would be held.  A glass of wine and nibbles would be offered at the end of the Forum.

12.  FOOTPATHS

(a)   Tracks & Trails:   The Clerk had endeavoured to contact this Mid-Cotswolds organisation about possible work to the Drift Road but had had no success. 
 b)  Footpath leaflets:   It was agreed that a reprint of the Walks Leaflets should be ordered at a cost of £532 for 500 of each of four leaflets.  The amount ring fenced in the Deposit Account would cover this cost.

13.  VILLAGE HALL REPORT

J Pritchard reported that there would be a Quiz & Curry Night on 26 June 2009 tickets £7.50.    Another Quiz Night could be held on 25 September,  the Auction of Promises was  on 21 November 2009 and a Valentines Night on 13 February 2010.  There would not be a Jazz Concert this year but possibly next year.  Two CCTV cameras with night vision were to be fitted to the Hall.   Electrical work to the Hall had been carried out  at a cost of £700 and a Certificate should now have been issued.  The heating had been switched off at the beginning of May.   There was a problem with tiles in the ladies' toilets.
14.  Date of next Meeting:  This was confirmed as Wednesday 1 July 2009.  Redmarley Annual Parish Forum 27 May 2009.
