MINUTES OF THE MEETING OF ROPE PARISH COUNCIL HELD ON MONDAY 16th MARCH 2009 AT SHAVINGTON SPORTS CENTRE

MINUTES OF THE LAST MEETING: RESOLVED: That the minutes of the meeting held on Monday 19th January, 2009 were approved as a correct record and signed by the Chairman with an amendment that Cllr Chris Flaherty and Cllr Margaret Simon had in fact sent their apologies. 14. MATTERS ARISING: A request was made thAt more information were placed in the notice boards. 15. ENVIRONMENTAL MATTERS/PUBLIC PARTICIPATION: Bus Shelters On Rope Lane - They had been removed because of subsidence and once remedial work had taken place would be resited.
Shavington Leisure Centre - It had been confirmed that the funding had now been approved for the Leisure Centre Initiative.
Rope Lane Nursery - There was a number of issues concerning this area including the guard dogs, razor wire fencing, large play equipment items and a box trailer on site. Councillors Robert Dodd and Chris Flaherty would contact Ben Haywood in Planning at the Borough Council.
Fly Tipping - This was again happening adjacent to the playing fields on Rope Hall Lane.
Bankfield Avenue - they were overgrown leylandi trees by the culvert. The Clerk to ascertain if there were any enforcement powers that could be used by the Borough to force the owners to cut back.
Berkeley School Playing Fields - There was a problem area where the field drops away. The Clerk was to ascertain if there were any littler pickers available to use in the area. 16. POLICE MATTERS PCSO's Neil Flanagan gave latest crime figures for the area within which Rope was included. These were low with most offences relating to Tesco Express. There was only one incident in Rope (drug related with knife possession in Laidon Ave) but this had resulted in arrest . This reaffirmed the good work done by the PCSO's in the parish.
There had been 11 attendees at the latest ‘Have your say meeting'. The latest schedule for Eastern Area meetings covered the whole area for the new Cheshire East and in comparison to the number of meetings which took place when the old authorities were in existence, seemed to be of a reduced number. The Clerk to contact the Police Authority Member Services Manager to make comment on this fact. 17. PLANNING MATTERS None 8.FEEDBACK ON EXTERNAL MEETINGS The Chair had attended a Cheshire East LAP's Meeting where it had now been decided to have 7 areas not 8. The boundaries however were under review depending on the efficiency of the parish groupings and also any affect of the Boundary Commission Review that was proceeding at this time. The Chair had been provided with a map of the areas and the Clerk would make colour copies for all councillors. 19. A letter had been received with regard to future invoices rasied by CCC and CNBC which would transfer to Cheshire East. As the parish received 2 very small invoices (£5 each) the Clerk would ascertain if these invoices could be negated as the cost of rasing them was more than the fee.
C. Review Of Clek's Salary As the precept had not been increased this year the council requested that the Clerk ascertain some steer with relation to the common increase in Clerk's Salaries from some of her Parish Clerk Colleagues in order to address this issue at the May Meeting.
