P01/04/05 APOLOGIES

Apologies were noted and accepted from Mr A.Bull. Mrs Oswald will be arriving late. Mrs Stainton and Mrs Varley sent their apologies.

P02/04/05 DECLARATIONS OF INTEREST

Mrs Flores-Moore and Mrs Hill declared an interest in DC/05/0719 in relation to land at Woodpeckers, Southwater St, as they both live adjacent to the site.

Mrs Hill declared an interest in Agenda Item P07/04/05 Rose Cottage as she is acquainted with the residents of the property.

P03/04/05 MINUTES

It was proposed by Mr Senneck and seconded Mr Forrest and agreed by all that the Minutes of the Planning Committee Meeting held on 10th March 2005 be accepted as a true and proper record.

Newfoundland Dogs at Southwater Country Park letter dated 24th March 2005

Jim Gee of Leisure Services has written in reply to the Council?s letter of objection to the Newfoundland dogs being banned from the Country Park, which suggested that the dogs should be allowed to have one day a year for training purposes.

Mr Gee replied that the ban has been discussed at great length and in great detail, and is in response to a sustained number of complaints from visitors to the Park and local residents over the last few years. The Newfoundland dog owners, with up to 15 dogs present, have used the park on Saturdays in the summer form 9am to 3.30pm, with the dogs barking constantly throughout this time. Mr Gee states that the dogs are not being actively trained to work as rescue dogs, but is more a hobby for the dogs and their owners.

Several attempts have been made over the years to reduce the disturbance caused, including attempts to encourage owners to control the dogs? barking, to limit the activities at less busy times of the year, and to limit the hours of the activity, but these measures did not succeed in reducing the disturbance or the level of complaints received.

Mr Clarke said that one of his concerns was that the Country Park had not consulted with either the Parish Council or the local District Councillors before making this decision.

Mr Senneck said that considering that the Country Park was a major leisure facility in the village, he thought that the Parish Council should be consulted on this and other issues.

Mr Clarke reported that he had written to Jim Gee as a private individual asking for more information as to the number and nature of the complaints received.

It was agreed by all that the Deputy Clerk should write again to Jim Gee, with a copy to Alan Harris, who is the Cabinet Member for Leisure, stating that the Parish Council are concerned that the decision relating to the Newfoundland dogs was made with no consultation with either local residents, the Parish Council or District Councillors.

Letter from Michael Simpkin, Clerk of Christ?s Hospital School in relation to DC/04, dated 30th March 2005

This letter was addressed to the Council Chairman Mr Senneck, following his recent meeting with Mr Simpkin, together with Mr Watson, County Councillor in relation to DC/04/2328 concerning development proposals for Station Yard Christ?s Hospital.

The School have asked their consultants to produce a preliminary design statement to address the issue of the possibility of widening Station Rd to allow for two-way vehicles access as requested by the County Council. The consultants are also preparing a Road Safety Audit.

As this application has already been discussed at the Parish Council, it is subject to the six month rule, whereby a specific matter cannot be revisited for six months, unless with the agreement of the majority of councillors. Therefore, if members wish to discuss any transport documents in relation to the application DC/04/2328, then it must be on the agenda for a Full Council meeting, and a vote taken whether or not to discuss it further.

Horsham District Council Community Transport Accessibility Questionnaire

A copy of this questionnaire has been sent to every household in the district. The answers will provide a strong evidence base for improving and developing community transport solutions.

P06/04/05 SEERA ? SOUTH EAST PLAN

Further to the recent publication of the draft South-East Plan, the Council may wish to formulate a response to the consultation.

The South East Regional Assembly has made proposals for the whole of South-East England, which are assuming development totals in excess of those imposed under previous Regional Planning Guidance. These totals are in addition to those outstanding within the local District Council plan.

CPRE is concerned about the level of proposed development in the South East will put an unacceptable loading on Sussex and its environment.

It was agreed that the Deputy Clerk should respond to the South-East Plan based on the following points:

· The proposals would lead to over intensification of dwellings in the south-east region.

· There are presently insufficient natural resources to support the proposed levels of development.

· The proposed development would impose extra burdens on an already over-stretched infrastructure.

· The proposed level of development will spoil the nature of the countryside.

· The Areas of Natural Beauty and the South-Downs National Park leaves little other land for development.

· The proposals will take the pressure off developers to develop brownfield sites, as the Plan will make it easier to develop greenfield sites.

P07/04/05 ROSE COTTAGE

As Mrs Oswald was not yet present at the meeting, Mr Senneck took the Chair for the next item, Mrs Hill having previously declared an interest.

The last correspondence received from the owners of Rose Cottage was a request for copies of documentation received on 4th March. Copies of such documents as held on file at the Parish Council were sent to the owners, and Coole and Haddock were searching their archives for the remainder of the documentation.

Councillors will recall that they had wanted the matter to be finalised by the end of the financial year. As this date has now passed, members may wish to consider whether or not they wish to continue with negotiations to dissolve the covenant.

Mr Clarke asked the Deputy Clerk when Coole and Haddock had supplied the documentation to the owners of Rose Cottage. On hearing that the letter had been sent on 29th March, he said that he thought that this would not allow the owners enough time to consider the information received.

It was agreed by all that the Deputy Clerk should ask Coole and Haddock to advise the owners of Rose Cottage that the deadline of finalising the matter would be extended to the end of April.

Mrs Hill resumed the Chair.

P08/04/05 VILLAGE CENTRE REDEVELOPMENT

A new application reference DC/05/0812 has been received in relation to the restaurant on the site. The interior design is the same as previous, but the exterior "oast house" features have been removed.

This application will be considered at this month?s Full Council meeting on April 27th.

Residents are still experiencing problems with youth congregating in the area making noise and nuisance. These youths are also reported to be climbing over the fence into the building site. The police have been in attendance, but it is not clear if any persons have been apprehended.

P09/04/05 PUBLIC OPEN SPACE

Blakes Farm Road Area

Permission was sought at last night?s Finance and General Purpose Committee meeting to purchase a new double-fronted closed notice board for Blakes Farm Rd at a cost of £795 inclusive of VAT. This was approved, and the order will be placed shortly.

Nyes Lane

Mr Stainton has been in discussion with Evan Giles of Horsham District Council in relation to planting in Nyes Lane near the fence. Mr Giles has indicated that the District Council would be happy to support the Parish Council financially for extra planting in this area.

Mr Stainton reported that he had been contacted by a resident of the neighbouring Roundstone Caravan Park who had concerns in relation to the planting on the boundary. He suggested that the sum remaining in the District Council ringfenced fund for that area of space, thought to be in the region of £200-£300, be used for extra planting along the boundary.

Mr Senneck reported that he had re-routed the footpath on the boundary, to take it away from Roundstone gardens.

Turners Close

Coole and Haddock have written to confirm that they now hold the title documentation on behalf of the Parish Council.

Ben?s Field, Southwater Country Park

Skateboard Park

The Deputy Clerk wrote as instructed to Leisure Services to ask if the District Council would consider having a skateboard/BMX site in a corner of Ben?s Field.

Jim Gee of Leisure Services telephoned the Deputy Clerk and indicated that the District Council would consider this request, although it may take some time before an answer could be given.

It was reported to Full Council that District Councillors Peter and Julie Stainton were against a skateboard park in Ben?s Field, but their reasons for objecting were not clear. The Deputy Clerk has written to Mr and Mrs Stainton to establish their reasons in order that these might be addressed.

Mr Stainton confirmed that he has received the letter but could not recall having strong objections to the siting of the skateboard park in Ben?s Field. He thought that it was Mrs Stainton who had had concerns, but it was not possible for him to give her views in her absence. However, he seemed to recall that Mrs Stainton had commented that in her opinion the extent of the required hardstanding and size of equipment would be inappropriate to the Country Park, and that perhaps other areas of hardstanding should be investigated first within the village, for example, the schools.

Mr Senneck said that although he had not been present at the SWAT meeting when the objections attributed to Mr and Mrs Stainton had been made, the Clerk had reported to him that they both had objected to the siting of the skateboard park in Ben?s Field. Mr Senneck said that on a recent tour of the village with Jim Gee and Trevor Beadle, they had all thought that Ben?s Field was the most suitable site.

Mrs Oswald arrived at 8.10pm.

 

 

 

 

P10/04/05 PUBLIC PARTICIPATION

It was proposed by Mr Clarke and seconded by Mrs Flores-Moore that Standing Orders should be suspended in to order to allow members of the public to speak. All agreed.

Mr Clarke reported that young people had constructed ramps and dips at the top of the allotment site for use with BMX bikes.

Mr Senneck said that there was little the Parish Council could do, and it had erected signage advising users of the land that they did so at their own risk.

Standing Orders were reinstated.

Mr Stainton reported that there is a manhole cover in Cedar Drive on the stretch between Crockhurst and Cripplegate Lane which has dropped. Mrs Oswald said that she has also noticed the sunken cover, as it was very noticeable when a vehicle travelled over it. The Deputy Clerk will report it to Highways.

The Deputy Clerk reported that one letter of objection has been received, saying that the proposed housing is out of keeping with surrounding area. The parking provision is very limited which might lead to parking in the service road, thereby preventing access for emergency vehicles. There is no provision made for the collection of rubbish bins. The access road will open on to a blind bend in Southwater St, on what is becoming an increasingly busy road.

Mr Stainton said that he believed the parking provision was correct at 1.3 spaces per house. Mr Senneck confirmed that there were 12 spaces, including the garages.

It was felt that as the applicant had addressed the objections of the District Council to the previous application DC/04/1859 by increasing the housing density etc, then the Parish Council could not object to the new application.

Mrs Flores- Moore and Mrs Hill returned to the meeting and Mrs Hill resumed the Chair.
