MINUTES OF A MEETING OF STAPELEY & DISTRICT PARISH COUNCIL

HELD ON 15TH FEBRUARY 2006 AT BROAD LANE SCHOOL,

BROAD LANE, STAPELEY, NANTWICH

1          DECLARATIONS OF INTEREST

 

            Councillor M Gibson declared a personal and prejudicial interest in agenda item 6.2 (Authorisation of Payment) on the basis that he was the recipient of the payment in respect of hand-delivery of the Parish Newsletter.

 

            No other Member made any declaration of interest in respect of any item of    business on the agenda.

 

2          MINUTES OF THE MEETING HELD ON 18TH JANUARY 2006

           

RESOLVED:  That the minutes of the meeting held on 18th January 2006 be approved as a correct record and signed by the Chair.

 

3          MATTERS ARISING

 

            3.1       Ownership of Open Space ? Cronkinson

 

            In December 2005 Members asked about the longer term ownership of open-space area in the vicinity of the proposed Community Hall.  At the present time, no decision had been made.  Ownership would be dependent upon the developers which may decide to retain ownership, transfer responsibility to the Borough Council or a community organisation.

 

3.2             Site Visit to Cronkinson

 

There has been a delay on arranging a site visit by the two Councillors who agreed to undertake this task.  At the request of Dan Milner (Landscape Architect) the Clerk was trying to establish the precise nature of the existing complaints about the development.  Mr Milner was prepared to arrange a site visit, but had commented that the Site Manager may not be responsible for some of the areas of concern.  Advance knowledge of the issues would enable him to be present on site with the Site Manager, if necessary.

Councillor Heathcote had brought to the meeting photographs of the site depicting the areas of concern (on a CD). 

 

RESOLVED:  (a) That Councillors Heathcote and Room provide text to support the CD information;

 

(b) That the completed information be issued to the Clerk; and

 

(c) That following receipt of the information, the Clerk make arrangements for a site visit.

 

3.3       Provision of Notice-board on Co-Op Site, Cronkinson

 

The Clerk reported on the current situation in respect of provision of the noticeboard adjacent to the Co-Op.  It was expected that more details would be available at the next meeting.

 

            3.4       Visit to the Parish Council by Mr T Hyldon, Bovis Homes

 

            No action had yet been taken to invite Mr Hyldon to a meeting of the Parish Council;  the Clerk was asked to invite him to the March meeting, at which time he would be able to provide an up-date in respect of progress on the Community Hall (Cronkinson Development).
