1 APOLOGIES FOR UNAVOIDABLE ABSENCE
2 DECLARATION OF INTERESTS
Members to declare any personal or prejudicial interest which they have in any item of business on the agenda, the nature of that interest, and, if necessary, to leave the meeting prior to the discussion of that item.
Declarations are a personal matter for each Member to decide. Whilst the Clerk will advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Parish Councillor, based on the particular circumstances.
3 MINUTES
To approved the minutes of the meeting held on 21st June 2006 as a correct record. (3)
4 PUBLIC QUESTION TIME
4.1 At the previous meeting, the Parish Council agreed that a facility for members of the public to ask questions should be incorporated into the Parish Council's Standing Orders. The Parish Council is asked to ratify this agreement.
Standing Order No. 15 deals with the Order of Business and it is suggested that the public question time procedure be included as Standing Orders 15A and 15B.
NOTES:
1) Members of the Public The Parish Council welcomes and encourages members of the public to attend its meetings. You are requested to enter and leave quietly and to remain quiet during the meeting. Mobile phones and pagers should be switched off, and no food or drink should be brought into the meeting.
If you do attend, copies of the agenda and accompanying papers will usually be provided for you.
When the meeting is held at Broad Lane Methodist Chapel, car parking is available at the rear of the Chapel. Alternatively, you may wish to park in front of the Chapel. Both entrances are open for the duration of the meeting. If the meeting is held at either Broad Lane School or Pear Tree School, parking is within the curtilage of the respective schools.
Members of the public are not entitled to speak at Parish Council meetings, (except for the Annual Parish Meeting held in May). However, if you have views on a particular subject being considered by the Parish Council you should make them known to any or all of the Members prior to the meeting so that they can then report on them during the discussion. In addition, if you feel there is a matter which should be brought to the attention of the Parish Council you may contact the Clerk, the Chairman, or any member of the Parish Council, and arrangements will be made to place the item on the agenda for the next meeting. On occasions, members of the press and public will be excluded from the meetings when the business to be transacted is of a confidential nature, for example, dealing with individual people, contracts and financial affairs of other parties.

2) Members of the Parish Council Planning Grounds: Parish Councillors are reminded of the grounds on which comments can be made on planning applications, as follows -

Note: If the Parish Council agrees, in principle, with an application, but not in all aspects, suggestions for "development conditions" can be made, in line with relevant factors. Members may also wish to consider if the question time procedure should be limited to written questions received in advance of the meeting to allow an opportunity for enquiries to be made and responses provided at the meeting; alternatively, the Parish Council may prefer a more flexible approach, with members of the public able to raise any issue at the meeting.
If the latter is to be adopted, the revision to the Standing Orders would be as follows - 15A After the first business has been completed, the order of business, unless the Council otherwise decides on the ground of urgency, shall be as follows
a) To consider the Minutes. If a copy of the Minutes has been provided to each member not later than the day of issue of the summons to attend the meeting, the Minutes may be taken as read. b) After consideration, to approve the signature of the Minutes by the person presiding as a correct record. c) To deal with questions from members of the public d) To deal with business expressly required by statute to be done. e) To dispose of business, if any, remaining from the last meeting. f) To receive such communications as the person presiding may wish to lay before the Council. g) To receive and consider reports and minutes of committees. h) To receive and consider resolutions or recommendations in the order in which they have been notified. j) To consider any planning applications. k) If necessary, to authorise the signing of orders for payment. l) To deal with questions from members of the public
15B Question Time Procedure
(i) The Parish Council shall provide an opportunity at the beginning and end of each Parish Council meeting to hear questions from members of the public. Each session shall be of approximately 10-minutes duration. (ii) Any resident of the parish may submit a written question to the Clerk, at least three clear days before the meeting. A question submitted in this manner shall be considered by the Parish Council and, if the resident is not present at the meeting, a written response shall be provided by the Clerk on behalf of the Parish Council. (iii) As an alternative, any resident of the parish, attending a parish council meeting, can raise any issue during the period set aside for questions from members of the public. (iv) The Chair shall have discretion to extend the period of question time.
4.2 Public Question Time
Subject to the Parish Council's approval of the revision to its Standing Orders (above) members of the public are invited to raise any issues/ask questions.

5 CORRESPONDENCE
The Clerk to report receipt of correspondence.
6 "NANTWICH NOW"
Beverley Cope, Project Manager, requested the opportunity to attend this meeting to outline the "Nantwich Now" scheme and report on funding opportunities which may be of interest to the Parish Council. Subsequent to that request, she has notified the Clerk that the way in which the project is publicised has been revised and she will not be in attendance. She has, however, undertaken to keep the Parish Council apprised of progress on the project.
7 CRONKINSON DEVELOPMENT
7.1 Following the previous meeting, the Borough Council's Legal Department was asked for a progress report in respect of the Community Hall and the public open space. A progress report is attached for information. (7.1)
7.2 An invitation has been extended to Mr Hyldon (Bovis Homes) to attend the meeting. At the time of publication of the agenda, a response is awaited. 8 PARISH PLAN
At the previous meeting, Councillor Wilcock was given a "steer" by the Parish Council to consult with local residents who had expressed an interest in becoming members of the Parish Plan Steering Group. The Parish Council is invited to review progress and to consider its next steps in the formulation of a Steering Group.
Informal notes of the discussion on the Parish Plan are attached (8), together with a variety of documents from the Countryside Agency website which may be of assistance.
9 YOUTH ISSUES
John Bailey (Cheshire County Council Youth Service) has contacted the Clerk about facilities within the parish for young people. He is willing to attend the August meeting to outline proposals and opportunities which the Parish Council may wish to consider. 10 FINANCIAL MATTERS
10.1 Authorisation of Payments
Cheshire Association of Local Councils: Fee for Basic Induction attended by Councillors Heathcote and Johnson.
10.2 Budget Proposals - 2007/2008
As agreed at the previous meeting, the first draft of the budget proposals for 2007/2008 is attached. (10.2) It is suggested that Members give initial consideration to the report at this meeting, and that up-dated drafts be submitted to the September and November meetings. The November meeting should be used as an opportunity to finalise the budget proposals to enable a final draft to be submitted for confirmation at the January 2007 meeting.
10.3 Receipts and Payments - 30th June 2006
To receive the Receipts and Payments statement for the period 1st April 2006 to 30th June 2006. (10.3) (Please note this is an indicative statement only, based on bank statements received to mid-June). 11 PARISH NEWSLETTER
