1 APOLOGIES FOR UNAVOIDABLE ABSENCE
2 DECLARATION OF INTERESTS
Members to declare any personal or prejudicial interest which they have in any item of business on the agenda, the nature of that interest, and, if necessary, to leave the meeting prior to the discussion of that item.
Declarations are a personal matter for each Member to decide. Whilst the Clerk will advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Parish Councillor, based on the particular circumstances.
3 MINUTES 3.1 Meeting held on 19th July 2006
To approve the minutes of the meeting held on 19th July 2006 as a correct record..
3.2 Meeting held on 21st June 2006
The minutes of the meeting held on 21st June 2006 were approved by the Parish Council on 19th July 2006. Subsequent to their approval a Member has commented on the following inaccuracies -
Councillor K Nord listed as present, but absent Councillor C Blanchard was present, but not listed
In the interests of accuracy, the Parish Council is asked to approve the amendments.
NOTES:
1) Members of the Public
The Parish Council welcomes and encourages members of the public to attend its meetings. You are requested to enter and leave quietly and to remain quiet during the meeting. Mobile phones and pagers should be switched off, and no food or drink should be brought into the meeting.
If you do attend, copies of the agenda and accompanying papers will usually be provided for you.
When the meeting is held at Broad Lane Methodist Chapel, car parking is available at the rear of the Chapel. Alternatively, you may wish to park in front of the Chapel. If the meeting is held at either Broad Lane School or Pear Tree School, parking is within the curtilage of the respective schools.
The Parish Council has recently introduced a Public Question Time Procedure and members of the public are able to ask questions during each of the 10-minute slots provided at the beginning and end of the meeting. In addition, if you feel there is a matter which should be brought to the attention of the Parish Council you may contact the Clerk, the Chairman, or any member of the Parish Council, and arrangements will be made to place the item on the agenda for the next meeting. On occasions, members of the press and public will be excluded from the meetings when the business to be transacted is of a confidential nature, for example, dealing with individual people, contracts and financial affairs of other parties.

5 YOUTH ISSUES
John Bailey (Cheshire County Council Youth Service) will be in attendance to discuss proposals and opportunities for young people in the area. 6 OUTSTANDING ISSUES

§ Stapeley Water Gardens - Development Brief At the Board meeting held on 27th July 2006, the Board agreed to a further amendment to the Development Brief, namely that there should be a single access for the whole of the site from Peter de Stapleigh Way and that the access from London Road be closed, in due course. Cheshire County Highways has commented on the proposal and has no objections, in principle, but has commented that the junction, and any other junctions which may be affected, be modelled and, if necessary, up-graded to take any additional traffic flow where required.
§ "Step into Cheshire"
The Parish Council is invited to consider if it wishes to arrange a further organised walk under the banner of "Step into Cheshire".
§ Up-date on Police Service Restructuring: (Situation at 27.July.06) § Leaflet on Police Community Support Officers. It is suggested that this be copied and provided to Members for consideration at the September meeting as part of the draft budget proposals § Defra Building Community Life brochure. Audlem achieved the award for 2005 and is featured in the brochure.

To consider a first draft of the newsletter. (to be tabled)
10 PARISH PLAN
The Parish Council has agreed that no further action be taken until the end of August. In the meantime, a suggested Action Plan/Timetable is enclosed as a basis for discussion. The document is incomplete, is not listed in any specific order, but is intended as a first draft to prompt discussion by the Parish Council.

The deadline for comments on this application is the 9th August. An extension had been requested and any comments made will be taken into account.

11.2Naming
To report that the Borough Council has agreed to 10a Burnell Close, being named Burnell House. Royal Mail has no objection to the name.
11.3 Tree Preservation Order (200) - Stapeley Manor
To report that the Tree Preservation Order (200) in respect of Stapeley Manor, has been confirmed. 11.4 Planning Schedule
To receive for information the up-dated Planning Schedule.
12 COUNCILLORS' REPORTS Parish Councillors are invited to raise any issues/share information. Members are reminded that decisions cannot be made under this item, but items can be requested for inclusion on the next agenda. 13 PUBLIC QUESTION TIME (Guide time: 10 minutes)
To consider any questions from members of the public in accordance with the Parish Council's Standing Order Nos. 15A and 15B. 14 OCTOBER MEETING The scheduled meeting for October is the 18th.
