NOTES:

1)         Members of the Public

The Parish Council welcomes and encourages members of the public to attend its meetings. You are requested to enter and leave quietly and to remain quiet during the meeting. Mobile phones and pagers should be switched off, and no food or drink should be brought into the meeting.

If you do attend, copies of the agenda and accompanying papers will usually be provided for you.

When the meeting is held at Broad Lane Methodist Chapel, car parking is available at the rear of the Chapel.  Alternatively, you may wish to park in front of the Chapel.  If the meeting is held at either Broad Lane School or Pear Tree School, parking is within the curtilage of the respective schools.

The Parish Council has recently introduced a Public Question Time Procedure and members of the public are able to ask questions during each of the 10-minute slots provided at the beginning and end of the meeting.  In addition, if you feel there is a matter which should be brought to the attention of the Parish Council you may contact the Clerk, the Chairman, or any member of the Parish Council, and arrangements will be made to place the item on the agenda for the next meeting, if appropriate.

           

On occasions, members of the press and public will be excluded from the meetings when the business to be transacted is of a confidential nature, for example, dealing with individual people, contracts and financial affairs of other parties.

1          APOLOGIES FOR UNAVOIDABLE ABSENCE

2          DECLARATION OF INTERESTS

Members to declare any personal or prejudicial interest which they have in any item of business on the agenda, the nature of that interest, and, if necessary, to leave the meeting prior to the discussion of that item.

Declarations are a personal matter for each Member to decide.  Whilst the Clerk will advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Parish Councillor, based on the particular circumstances.

MINUTES - 20TH SEPTEMBER 2006  

            To approve the minutes of the meeting held on 20th September 2006, the same to be signed by the Chair. (3)

4          MATTERS ARISING

            4.1       Drains - Second Dig Lane

            The matter has been referred again to the Drainage Section of the Borough Council's Environment & Development Directorate.  It is not expected that a response will be available until the November meeting.

            4.2       Maylands House - Potential Breach of Planning

            The Compliance Officer has advised that he has not yet had the opportunity to visit the site.  He has a high workload at present and a stable block is not considered to be a high priority in terms of enforcement.  He will attempt to visit in the near future and report back.

4          PUBLIC QUESTION TIME (Guide time: 10 minutes)

To consider any questions from members of the public in accordance with the Parish Council's Standing Orders Nos. 15A and 15B.  

One written question has been received from a local resident who lives in the vicinity of the traffic lights at the junction of London Road with Peter de Stapleigh Way.  The resident considers that the re-phasing of the traffic lights will lead to traffic collisions.

5          PARISH PLAN

The Parish Council is invited to consider its next steps in the Parish Plan process. As background information, notes of the Parish Council's discussion with Mr R A Cartwright (20th September 2006) will be issued under separate cover. 

A copy of the notes of an informal meeting of the Wybunbury Parish Council Parish Plan Group held on 13th September 2006 is attached. 

6          PARISH NEWSLETTER

            A draft Parish Newsletter has been e-mailed to Members by Councillor McEneny.  Comments have been invited and it is expected that the final version will be printed and ready for distribution week commencing 9th October.

7          PLANNING MATTERS

            7.1       Stapeley Water Gardens - Outline Planning Application

            P06/001 - Outline application for the redevelopment and relocation of existing Garden Centre facilities, A1 and A3 Retail Units, construction of Class C3 residential development, B1 office development, car parking and ancillary facilities and associated infra-structures - Stapeley Water Gardens.

The Parish Council gave initial consideration to this application at its meeting on 20th September.  Following discussion, the Case Officer was asked about the possibility of a S.106 Agreement with the developer to require it to provide open space and she has confirmed that the Borough Council had already proposed this to be included. 

7.2       Planning Applications

P06/1046 - Adjoining parish - erection of five dwellings, 63 Audlem Road

            P06/1048 - Oakfield Lodge, Newmans Lane

7.3       Planning Schedule

To receive the planning schedule which has been up-dated since the previous meeting following receipt of planning notices.  (7.3)

The Clerk is of the view that the current practice of monthly submissions of the planning schedule is of little benefit to Members.  It is suggested that, in future, the schedule be submitted only when the Planning Authority has notified the Clerk of its determinations in respect of applications on the schedule.  The Parish Council is asked to agree to this course of action.

            The Clerk to report receipt of correspondence.

 

§                    The "Town and Gown" event hosted jointly by Crewe & Nantwich Borough Council and Manchester Metropolitan University, is to be held on Friday, 17th November.  The invitations are due to be issued in the near future.

 

10        COUNCILLORS' REPORTS

 

Parish Councillors are invited to raise any issues/share information.     Members are reminded that decisions cannot be made under this item, but items can be requested for inclusion on the next agenda.
