MINUTES OF A MEETING OF STAPELEY & DISTRICT PARISH COUNCIL HELD ON 11TH OCTOBER 2006 AT BROAD LANE SCHOOL, STAPELEY | Present: Councillor M Gibson (Chair) Councillor C Blanchard Councillor S Heathcote Councillor M Johnson Councillor M Wilcock Apologies: Councillors S McEneny and M Murphy 1 DECLARATIONS OF INTEREST No Member made any declaration of interest in any item of business on the agenda at this stage in the meeting. 2 MINUTES RESOLVED: That the minutes of the meeting held on 20th September 2006 be approved as a correct record. 3 MATTERS ARISING 3.1 Drains - Second Dig Lane The matter had been referred again to the Drainage Section of the Borough Council's Environment & Development Directorate. A response was not yet available. 3.2 Maylands House - Potential Breach of Planning The Compliance Officer had advised that he had not yet had the opportunity to visit the site. He would attempt to visit in the near future, workload permitting, and report back.
4 PUBLIC QUESTION TIME 4.1 A written question had been received from a local resident, who had commented on the re-phasing of the traffic lights at the junction of Ellwood Way/Peter de Stapleigh Way/London Road. He wished to know why the re-phasing had been undertaken and was of the view that the measure would be likely to cause traffic collisions. The Parish Council noted the comments. 4.2 Mr M Williams, who was in attendance at the meeting, addressed the Parish Council in respect of the outline application (P06/001) submitted for the Stapeley Water Gardens development. Responses were provided to some of the points raised. 5 STAPELEY WATER GARDENS - OUTLINE APPLICATION P06/001 The Parish Council had given initial consideration to this application at its meeting on 20th September 2006. Subsequent to that, Councillor Wilcock had reviewed the application in the context of the Stapeley Water Gardens Development Brief and had e-mailed his observations to Members. These were now considered as a basis for discussion. With reference to comments made at the previous meeting, the Clerk had discussed the application with the Planning Case Officer who had confirmed that the Borough Council would be requesting a S.106 Agreement with the applicant to ensure that an area of public open space was provided. RESOLVED: That the following be submitted to the Planning Authority as the Parish Council's comments on the application. (a) | Members expressed a preference for Stapeley Manor to be developed into high quality housing units rather than be demolished.
| (b) | The Planning Authority be asked to adhere to the Development Brief in respect of access and phasing;
| (c) | Members objected to the applicant attempting to acquire an additional 21% of land which was in excess of that allocated in the Development Brief.
| (d) | Members requested provision of a play area and recreational open space to be provided and suggested that the applicant pay £150,000 which could be used for equipment for the play area.
The Parish Council could not be more specific about the location of the play area, or the type of equipment to be provided, at this stage, but objected to the fact that the applicant had not included this in his application.
| (e) | Members objected to any increase in housing units and requested the Planning Authority to adhere to the Planning Brief and retain housing at 120 units.
| (f) | The applicant should be asked to re-submit plans showing all land owned by him (area shown in blue on South-East corner of site location plan appeared to omit 116 London Road which was owned by the applicant). The Parish Council requested that, if this was confirmed on re-submission, these lands be exclusively reserved as an open space buffer zone to protect the residents of London Road.

(g) | The Parish Council considered it inappropriate for a Transport Assessment to have been provided at this stage and agreed that this should be dealt with at the detailed stage. Notwithstanding this, Members were concerned at the potential increase in traffic on Peter de Stapleigh Way and strongly suggested that the road be widened to provide two traffic lanes; and
| (h) | The Parish Council wished to retain the current entrance to Stapeley Water Gardens (London Road) for access to the residential area only; it should not be used for construction traffic. |
6 PARISH PLAN Members discussed the next stages in the Parish Plan process. It was agreed that, to maintain the impetus, an early public open meeting be held. The following was agreed - § A public open meeting be held in the evening at Pear Tree School on Wednesday, 22nd November 2006. § Personal invitations be issued to each household, as a separate post-drop from the newsletter. § Light refreshments be served § Wide publicity be given to the event including posters in the Cronkinson Pub., shops and notice-boards 7 PARISH NEWSLETTER A copy of the newsletter, which had been e-mailed to all Members, was tabled and approved. The Clerk would arrange printing by 13th October, ready for hand-delivery. 8 PLANNING MATTERS 8.1 Planning Application P06/1046 - development in adjoining parish Erection of five dwellings, 63 Audlem Road RESOLVED: That no objection be raised to the application. 8.2 Planning Application P06/1048 - Oakfield Lodge, Newmans Lane Conservatory (Note: at this point in the proceedings, Councillor M Wilcock declared a personal and prejudicial interest in this application on the basis of his friendship with the applicant, and withdrew from the meeting) RESOLVED: That no objection be raised to the application. (Note: Councillor M Wilcock re-joined the meeting.)
8.3 Planning Schedule
The up-to-date planning schedule was submitted for information.
The Clerk suggested that, in future, the schedule be submitted only when the Planning Authority had notified the Parish Council of its determinations in respect of applications on the schedule.
RESOLVED: That, in future, the planning schedule be submitted only when notices of determination had been received by the Planning Authority.
9. FINANCIAL MATTERS
9.1 Receipts and Payments - 1st April - 30th September 2006
The Receipts and Payments statement for the period to 30th September 2006 was submitted.
RESOLVED: That the Receipts and Payments statement for the period 1st April 2006 - 30th September 2006 be approved and signed by the Chair as an accurate record of the bank reconciliation.
9.2 Authorisation of Payments
RESOLVED: That the following payments be authorised.

In approving these payments it was noted that only one signatory was present at the meeting. The cheques would, therefore, be signed at the next meeting. 10 CORRESPONDENCE No items of correspondence had been received. § The Clerk reported that the "Town and Gown" event hosted by the Borough Council and Manchester Metropolitan University was to be held on 17th November 2006. § Remembrance Sunday: The Borough Remembrance Day service was to be held on Sunday, 12th November. The Chair undertook to lay a wreath on behalf of the Parish Council. Payment for the wreath would be dealt with at the next meeting. 11 COUNCILLORS' REPORTS § The Chair reported that he had conducted an informal survey of residents in the vicinity of Second Dig Lane in respect of the Parish Council's consideration of the addition of a street light at the junction with Audlem Road. This would be considered as part of the budget proposals for 2007/2008 at the next meeting of the Parish Council. § The Chair also reported on discussions with the Secretary of Wybunbury United Charities. 12 PUBLIC QUESTION TIME (Guide time: 10 minutes)
