5. Minutes of the last meeting
Minutes of the last meeting held on 2nd May 2006 were approved and signed.
6. Matters arising
Cllr Goring advised that a response could be made to the West Sussex Design Commission this week; the response will be general rather than specific in nature. Cllr Dawes will establish contact with those who cover the Thakeham area.

DC/06/1034 & 1074 (T/06/23-24) The Old Thatch, Greenhurst Lane, Thakeham
Single storey extension, including listed building consent (PatM)
UNABLE TO COMMENT due to insufficient information, in particular as regards the exterior finish, the design and use of materials. Also unclear is the effect of the ground level in relation to the proposed extension and whether it will effect the form of the structure as per listed building status.
DC/06/1040 (T/06/25) 1 Danhill Farm Cottages, Harbolets Road, West Chiltington
2 replacement dwellings (1 and 2 Danhill Farm Cottages) (PaulM)
STRONG OBJECTION. Although there is no issue in principle with 2 dwellings on this site there are serious misgivings about the scale which is unsympathetic to the existing rural character of the area, the size and, in particular, the design. The view is that these dwellings are suburban in design which is not overcome by the proposed token of the ?Sussex features?. There is a conflict with the Parish Design Statement in that garages should not be sited in front of the property and the size of the plot lends itself to a more imaginative layout. Consideration should be given to offsetting the proposed dwellings to avoid linear frontage. Examples of recent dwellings / conversions in the Parish that are deemed sympathetic are Danhill Farm, Laybrook Farm and Hungerhill.
DC/06/1086 (T/06/26) Venters, Storrington Road, Thakeham
Rear dormer to garage and staircase to existing first floor garage accommodation (KD)
STRONG OBJECTION because of the loss of privacy and amenity to the neighbours in Snapes Cottage due to the change of use from storeroom to garage ?accommodation?. The dormers are inappropriate on that elevation and the staircase should be sited internally, again for loss of privacy reasons. The existing dominating structure would be further exacerbated by this additional development.
DC/06/1133 (T/06/27) Willmers Farm, Coolham Road, Thakeham
Demolition and removal of existing structures and slurry beds, reclamation of tipped
land to pasture land and woodland and erection of 2 dwellings, garages and access (CG)
STRONG OBJECTION. The proposed development is wholly contrary to the Countryside policies and would also be visually intrusive.
1. There is insufficient justification for the erection of dwellings on this site which lies in a rural area and the proposed development being unrelated to the needs of agriculture, forestry or the extraction of minerals, or the disposal of waste conflicts with policy LOC2 of the adopted West Sussex Structure Plan 2001-2016 and Policy CS1 of the Local Plan which seeks to protect the countryside, safeguard agricultural land and ensure that the amount of land taken for development is kept to a minimum.
2. The site is outside the limits of any existing town or village or its reasonable extension and the development if permitted would constitute an undesirable element of sporadic development in a rural area. The proposal therefore conflicts with Policy LOC2 of the adopted West Sussex Structure Plan and Policy G5 of the Local Plan.
3. The proposal because of its siting and scale would be detrimental to the rural character of the area as it would adversely affect the visual amenities of the locality in that it would be obtrusive in the landscape and prominent from surrounding viewpoints. The proposal therefore conflicts with Policy CS2 of the Local Plan.
The comments in the supporting papers regarding travellers and fly-tipping has been as a direct result of opening the site up by removal of the hedgerows and trees. No proposals were included in the supporting paperwork for the intended use of the rest of the site. The application also omits any reference to the Parish Design Statement.
