1. Chair Cllr Hardisty, Vice Chairman of the Planning Committee, took the Chair in the absence of Cllr Goring. 2. Apologies for absence Apologies were received from Cllrs Berry, Goring and Messenger, together with Cllr Prince in his capacity as Tree Warden. 3. Interests of Members No interests were declared.

6. Approach with HDC regarding design and planning It was agreed that Ray Wright be invited to the September or October meeting of the Planning Committee and be sent a copy of the 4 July Conditions and Reasons. Clerk to liaise with Cllr Dawes. 7. The site is in a rural area and the proposed development, being unrelated to the needs of agriculture, forestry, or the extraction of minerals, or disposal of waste, conflicts with Policy LOC2 of the West Sussex Structure Plan 2001-2016, and Policy CS1 of the Horsham District Local Plan 1997 which seeks to protect the countryside, safeguard agricultural land, and ensure the amount of land taken for development is kept to a minimum. •2. The site lies outside a defined built up area and the erection of a dwelling if permitted would constitute an undesirable element of sporadic development in a rural area contrary to the policy G5 and CS1 of the Horsham District Local Plan 1997, and Policy LOC2 of the West Sussex Structure Plan 2001-2016. 3. The proposed development would result in an unsustainable form of isolated housing development outside of any settlement where there would be an undue reliance on the car as a means of transport contrary to Policies CS1 and TU1 of the Horsham District Local Plan 1997, and Policy DEV4 of the West Sussex Structure Plan 2001-2016 8. Planning Applications permitted/refused/withdrawn since the last meeting Permitted DC/06/1034 & 1074 (T/06/23-24) The Old Thatch, Greenhurst Lane, Thakeham Single storey extension (including Listed Building Consent) 2. No development shall be commenced unless and until a schedule of materials and samples of such materials and finishes and colours to be used for external walls and roofs of the proposed building(s) have been submitted to and approved by the Local Planning Authority in writing and all materials used shall conform to those approved. No development of the site shall commence until the vehicular access serving the proposed dwelling has been constructed in accordance with the approved drawing. 5. No dwelling, hereby approved, shall be occupied until the vehicle parking and turning spaces have been constructed within the site in accordance with the approved site plan. These spaces shall thereafter be retained at all times for their designated use. DC/06/1086 (T/06/26) Venters, Storrington Road, Thakeham Rear dormer to garage and staircase to existing first floor garage accommodation 2. The materials and finishes of all new external walls and roofs of the development hereby permitted shall match in type, colour and texture those of the existing building. Refused DC/06/0907 (T/06/18) 18 Furze Common Road, Thakeham 2-storey side extension 1. The proposed development by virtue of its scale, bulk, height, siting and design would provide a disproportionate and over dominant addition, detracting from the character and appearance of the existing dwelling and the visual amenity of the street scene. The proposal is therefore contrary to Policy EDC1 of the Horsham District Local Plan 1997 and the Design Guidance Advice Leaflet on House Extensions. DC/06/1029 (T/06/22) South Hill Barn, Storrington Road, Thakeham 2 storey side extension •1. The proposed development, by reason of its excessive scale, massing and design would fail to adequately maintain the character and form of the existing dwelling, therefore would unreasonably detract from the natural beauty and openness of the countryside. The proposal is therefore contrary to policies CS1 and CS19 of the Horsham District Local Plan 1997. Withdrawn None 9. Any other business for noting or inclusion on a future agenda Laybrook landfill to be included on agenda of next meeting of the Parish Council.
