Thakeham Parish Council PLANNING COMMITTEE MEETING - Tuesday, 3rd October 2006

1. ChairIn the absence of Cllr Goring, Cllr MacEachern took the Chair until Cllr Hardisty joined the meeting as shown below.
2. Apologies for absenceApologies were received from Cllr Goring together with Cllr Prince in his capacity as Tree Warden.
3. Interests of MembersNo interests were declared.
4. Minutes of the last meeting Minutes of the last meeting held on 21st August 2006 were approved and signed.
5. Matters arising 5.1 Ray Wright / HDC has agreed to attend on 16th October to discuss planning issues. This will commence at 7.00 p.m. before the start of normal council business and will be open to the public. Clerk to circulate papers that were sent to Mr Wright in advance of the meeting. 5.2 Cllr Goring is awaiting clarification on The Orchard permissions from HDC; if necessary this could be raised at the 16th October meeting. 5.3 DC/06/2077 (T/06/46) Fairlands, Storrington Road, Thakeham Pitched roof open porch This application was identical to T/06/35 but excluding the balcony. As the Committee had no objection to the original application the clerk, after consultation with Cllr Goring, had advised no objection to HDC.
Cllr Hardisty joined the meeting.
6. 2nd Homes Cllr Dawes advised that of 49 properties in The Street only 3 were being used as weekend homes; no further action was therefore deemed necessary at present.
7. Planning Applications for considerationDC/06/2174 (T/06/47) The Flower Corner, Storrington Road, Thakeham Single-storey side extension to shop (DME) OBJECTION. The site has previously been developed and this would represent an over-development of the plot. In addition the proposed design is out of keeping with the rest of the building.
DC/06/2261 (T/06/48) 18 Furze Common Road, Thakeham 2 storey side extension (KD) OBJECTION. Although there is no objection in principle to an extension of this property the previous design which was applied for under reference DC/06/0907 (T/06/18) is preferred as it was a mirror image of the neighbouring property, this previous application was however refused by HDC despite our support. The stepped roof-line proposed in the current application is not in keeping with the neighbouring properties.
DC/06/2269 (T/06/49) Wentworth, High Bar Lane, Thakeham Surgery to Leylandii hedge (NP) NO OBJECTION. It is however noted that the work is scheduled to be undertaken in March / April 2007 which may interfere with the nesting season.

8. Planning Applications permitted/refused/withdrawn since the last meeting Permitted DC/06/1529 (T/06/34) The Orchard, Storrington Road, Thakeham Erection of 1 dwelling (Approval of Reserved Matters) (amended) 1. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 or Orders amending or revoking and re-enacting the same, no development within Part 1 class E, F, G, H of Schedule 2 to the Order shall be carried out within the site without the prior approval in writing of the Local Planning Authority.
DC/06/1614 (T/06/37) Shop adj The Flower Corner, Storrington Road, Thakeham Change of use from shop (A1) to After School Education Centre (D1) 2. The development hereby approved shall be used for an after school education centre and for no other purpose (including any other purpose in any class D1 in the schedule to the Town and Country Planning (Use Classes) Order 1987).
DC/06/1546 (T/06/38) Shermans, 50 Furze Common Road, Thakeham Porch and replacement garage 2. The materials and finishes of all new external walls and roofs of the development hereby permitted shall match in type, colour and texture those of the existing building.
DC/06/1639 (T/06/39) Greendene Farm, Storrington Road, Thakeham Internal alterations, new windows, rebuild 2 chimneys, demolish 1 chimney, remove conservatories, new staircase, repair and maintenance work (Listed Building Consent) 2. At all times during the progress of the work for which listed building consent is hereby granted adequate measures shall be taken to protect the remaining part of the listed building from collapse and/or structural damage. 3. Upon completion of the work for which listed building consent is hereby granted any damage caused to the fabric of the building shall be made good to the satisfaction of the Local Planning Authority. 4. The reconstruction of the building to complete the execution of the works for which listed building consent is hereby granted shall be carried out as far as may be practical with original materials. 5. All making good shall match the existing building. 6. The materials and finishes of all new external walls of the development hereby permitted shall match in colour and texture those of the existing building.
DC/06/1626 (T/06/40) Trouts Oak, Greenhurst Lane, Thakekam Single storey rear extension and front dormer (amendment to previously approved T/50/01) 1. Within three months of the date of this permission or such extended time as may be agreed in writing by the Local Planning Authority details of soft landscaping works shall be submitted for approval in writing by the Local Planning Authority. All soft landscape works required under the approved scheme shall be carried out within 6 months. Any plants which within a period of five years from the date of this permission die, are removed or become seriously damaged or diseased shall be replaced in the next planning season with other similar size and species unless the Local Planning Authority gives written consent to any variation. 2. The extension hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as Trouts Oak.
DC/06/1852 (T/06/42) 31 Jubilee Way, Storrington Single storey side extension 2. The materials to be used in the development hereby permitted shall strictly accord with those indicated on the approved plans.
DC/06/1870 (T/06/43) Pond House, Apsley Farm, Coolham Road, West Chiltington Single-storey extension to existing garage 2. The materials and finishes of all new external walls and roofs of the development hereby permitted shall match in type, colour and texture those of the existing building.
Refused DC/06/1575 (T/06/35) Fairlands, Storrington Road, Thakeham Porch and balcony to existing flat roof 1. The proposed balcony by virtue of its proximity and siting to the boundary with the neighbouring property Farthings would cause material harm to that property by virtue of overlooking. The proposal is therefore contrary to policies EDC1 of the Horsham District Local Plan 1997.
DC/06/1567 (T/06/41) South Hill, Storrington Road, Thakeham First floor extension, subdivision of dwelling to create 2 dwellings and double garage 1. The development of the site as proposed would constitute an undesirable intensification of residential development at a density which would be out of keeping and incompatible with the existing development in the locality. The proposal therefore conflicts with Policy LOC2 of the West Sussex Structure Plan 2001-2016 and Policy CS1 of the Horsham District Local Plan 1997. 2. The site lies in a rural area and the proposed development being unrelated to the needs of agriculture, forestry or the extraction of minerals or disposal of waste conflicts with Policy CS1 of the Horsham District Local Plan 1997 and Policy LOC2 of the West Sussex Structure Plan 2001-2016 which seeks to protect the countryside, safeguard agricultural land and ensure that the amount of land taken for development is kept to a minimum. 3. The proposed development makes no provision for contributions towards improvements to transport infrastructure and community facilities and is thereby contrary to Policies G4 and TU5 of the Horsham District Local Plan 1997 and Policy DEV3 of the West Sussex Structure Plan 2001-2016 as it has not been demonstrated how infrastructure needs for the development would be met.

Any other business for noting or inclusion on a future agenda 9.1 Laybrook Landfill to be included on agenda of next Parish Council meeting. 9.2 Cllr Dawes to discuss HDC LDF General Development Control Policies Submission Document with Cllr Goring and if necessary will draft a response for circulation. 9.3 Concerns expressed by Cllr Goring regarding lack of progress on the Parish Action Plan to be considered at next Parish Council meeting.
