3. Minutes of the last meeting Minutes of the last meeting held on 18th December 2006 were approved and signed. Cllr Goring apologised for her absence from the 18th December meetings of the Parish Council and Planning Committee due to family illness.

Planning Applications for considerationDC/06/2963 (T/06/62) South Hill Barn, Storrington Road, Thakeham 2-storey side extension (DME) SUPPORT Revision of the original plan into a slightly smaller extension is acknowledged and in view of the fact that the building is not overlooked the proposed plan now put forward is supported.
DC/07/0031 (T/07/01) Green Dene Farmhouse, Storrington Road, Thakeham Garage (Listed Building Consent) (KD) DC/07/0034 (T/07/02) Green Dene Farmhouse, Storrington Road, Thakeham New drive access to highway and garage (KD) OBJECTION 1. The proposed garage by virtue of its design, scale and height would fail to preserve the character and setting of the adjacent listed building. 2. This property is on a dangerous stretch of road that has no restricted speed limit and the sight-lines for the proposed access are of great concern, it is therefore strongly recommended that HDC seek the advice of WSCC Highways on the issue of access. 3. To improve the sight-lines would necessitate a significant reduction of the existing hedgerow contrary to the Parish Design Statement. It was also noted that some of the hedgerow has already been removed. 4. Some trees have also been removed and it may be advisable for the HDC Arboricultural Officer to undertake a site inspection. 5. Alterations and additions to areas in the vicinity of listed buildings warrant added protection to avoid an adverse impact on the setting.
6. Planning Applications permitted/refused/withdrawn since the last meeting Permitted DC/06/2519 (T/06/53) 10 Crescent Rise, Thakeham Conservatory 2. The materials to be used in the development hereby permitted shall strictly accord with those indicated on the approved plans.
DC/06/2528 (T/06/54) The Gatehouse, Threals Lane, West Chiltington 1st Floor extension and detached double garage 2. The materials to be used in the development hereby permitted shall strictly accord with those indicated on the approved plans.
DC/06/2475 (T/06/56) Martins, The Street, Thakeham Renewal of unimplemented planning permission to erect a garage block and grooms accommodation 2. The materials to be used in the development hereby permitted shall strictly accord with those indicated on the approved plans. 3. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order) 1995 or Orders amending or revoking and re-enacting the same, the building(s) shall not be extended or altered in any way unless planning permission has been granted by the Local Planning Authority on application in that respect. 4. The building hereby approved shall not be occupied until the parking turning and access facilities have been provided in accordance with the plans hereby approved and the parking turning and access facilities shall thereafter be retained solely for that purpose (and solely in connection with the development). 5. The garaging hereby approved shall only be used as a private domestic garage in connection with Martins only and for no other purpose. 6. The accommodation hereby permitted shall only be occupied as chauffeurs accommodation in connection with the main dwellinghouse known as Martins and for no other purpose unless otherwise agreed in writing with the Local Planning Authority. 7. If during development, any visibly contaminated or odorous material not previously identified is found to be present at the site, must be investigated. The Planning Authority must be informed immediately of the nature and degree of contamination present. The developer shall submit a Method Statement, which must detail how this unsuspected contamination shall be dealt with.

The proposed garage by virtue of its design, scale and height would fail to preserve the character and setting of the adjacent listed building. The proposal therefore conflicts with policy EDC1 and EDC53 of the Horsham District Local Plan 1997.
