OPEN SPACES COMMITTEE MEETING - Tuesday, 14th November 2006

45.        Apologies for absence

            Apologies were received from Cllr Berry.

  

46.        Interests of Members

            No interests were declared.

 

47.        Minutes of the last meeting

Minutes of the last meeting held on 12th September 2006 were approved and signed.


48.        Correspondence

            WSCC: sale of used bus shelters

  

49.        Report on action items from previous meeting

49.1      (39.2) HDC have swept straw spillage in The Street and written to contractors requesting use of tarpaulin or other suitable action to avoid problem in future.

 

49.2      (39.3) Quote for bus shelter damage and notice boards returned to Stuart Stone with a request it be re-considered.

 

49.3      (39.4) Clerk contacted Will Jones/HDC to see if anything can be done regarding the neighbouring tree to 40 Crescent Rise, subsequently advised by Cllr Bearman that action has now been taken.

 

49.4      (39.5) Mike Summers has turned over the bark area in the playground, which is still at the required depth, and cleared the weeds. Cllr Harwood will continue to monitor.

 

49.5     (40.4) Last inspection report from HDC sent to Stuart Stone for quotation including self-closing            

mechanism on pedestrian gate. Cllr Harwood to also check with odd-job man.


49.6      (41) WSCC Highways have agreed to undertake the clearance of the vegetation encroachment on the B2139, clerk chased on 9th November.


49.7      (42) Darren Rolfe, WSCC Access Ranger, to inspect whole Strawberry Lane/Muddy Lane area within next 4 weeks and advise what specific work can be done within the community payback scheme umbrella.

  

49.8      (44.2) HDC agreed to replace the waste bin by the bus shelter in The Street.

 

50.        High Bar Lane playground

50.1      Cllr Prince briefed the meeting on the review undertaken by Anna Chapman, HDC Parks Community Liaison Officer. As her detailed written report was not received until the Committee was in session it was agreed the clerk would distribute copies to attendees later in the week in order to agree an action plan at the next meeting.


50.2      Anna Chapman had advised that a planted tree area would make an ideal additional feature and it was agreed that Cllr Prince would apply for 15 trees under the Trees for Shade scheme subject to first checking that any cost to be borne by TPC is at a reasonable level. 





51.        Fingerposts

            The request for information from WSCC was discussed and it was agreed that Cllr Prince will undertake a survey.


52.        Rights of Way Improvement Plan for West Sussex

            Draft plan passed to Cllr Prince to make representations if appropriate. Poster placed on notice boards.


53.        Any other business for noting or inclusion on a future agenda

53.1      Resident had complained of overgrown nettles in alleyway between Southdown Way and Water Lane, clerk has passed to Highways for action.


53.2      Resident had complained of vandalism, bin by Rydon bus stop plus contents removed and thrown in stream. HDC have recovered and re-fitted the bin and cleared the mess.

 

53.3      Clerk to request contact details at Planning Inspectorate from WSCC in order to chase Furze Common Road footpath issue

 

54.        2007 Meetings

            2nd Tuesday every other month from January at 4.00 p.m. in the Parish Office
