3. Minutes of the last meeting Minutes of the last meeting held on 6th February 2007 were approved and signed. 4. Correspondence HDC: Notice of enforcement appeal by Beamsync Ltd re Sussex Coaches (previously circulated). Clerk to write to Planning Inspectorate supporting the position of Horsham District Council in this matter because of concern over the increasing traffic movements and also the size of vehicles in view of the pinch points on the Storrington Road (B2139) in both directions from the site. In addition there has also been a material change since our original observations in that the coaches are not now used to transport staff to and from the mushroom facility. HDC: Development Dept Update - previously circulated, for information only. HDC: LDF Statement of Community Involvement - passed to Cllr Dawes to review and report back if necessary. SEERA: Regional Housing Strategy Review 2007 - passed to Cllr Walker to review and report back if necessary. SEERA: Partial review of the South East Plan - Revised Apportionment of Primary Land-Won Aggregates - passed to Cllr MacEachern to review and report back if necessary. 5. Review of Planning Process Paper from Cllr Dawes circulated, to be discussed at next meeting together with paper from Cllr Hardisty on CP5. 6. The Orchard Permissions reviewed. 7. Planning Applications for consideration DC/07/0237 (T/07/06) Paddock Green Farm, Goose Green Lane, Goose Green Replacement of existing buildings (DME) STRONG OBJECTION, subject to research by Cllr Goring on appropriate reasons. (Clerk's note: The research undertaken by Cllr Goring threw a completely different complexion on the issue and consequently the following response to HDC was approved by the Committee outside the meeting. NO OBJECTION. However, the replacement building should be the same size as existing and the design should be sympathetic to the rural location. It was noted that it is a condition of the previously granted application T/57/03 that the new access to the site be completed before any works begin and the existing access to the site is closed. It was also noted that, once again, formal notice of this application was not displayed at the site.) DC/07/0290 (T/07/07) A Summers Place, Crays Lane, Goose Green Erection of 2-bay detached garage (PM) NO OBJECTION DC/07/0319 (T/07/08) Steeton, Rock Road, Storrington Demolition of existing dwelling and outbuildings and erection of replacement dwelling and garage (KD) NO OBJECTION. It is however suggested that the Arboricultural Officer checks the status of the trees on the site. Also as a replacement garage is proposed it should be conditional on the removal of the existing garage/outbuilding. Concern was also expressed that the ridge height is not defined on the plan. DC/07/0354 (T/07/09) Laybrook Farm, Goose Green Lane, Goose Green Construction of a swimming pool (DH) NO OBJECTION 8. Planning Applications permitted/refused/withdrawn since the last meeting Permitted DC/07/0031 (T/07/01) Green Dene Farmhouse, Storrington Road, Thakeham Garage (Listed Building Consent) 2 At all times during the progress of the work for which listed building consent is hereby granted adequate measures shall be taken to protect the adjoining listed building from collapse and/or structural damage. 3 Upon completion of the work for which listed building consent is hereby granted any damage caused to the fabric of the building shall be made good to the satisfaction of the Local Planning Authority. 4 Prior to the commencement of development, detailed drawings of the windows and doors hereby approved, as well as specifications of the materials to be used in their construction, shall be submitted to and approved in writing by the Local Planning Authority. The drawings shall be at a scale no greater than 1:20. 5 No development shall be commenced unless and until a schedule of materials and samples of such materials and finishes and colours to be used for external walls and roofs of the proposed buildings(s) have been submitted to and approved by the Local Planning Authority in writing and all materials used shall conform to those approved. DC/07/0034 (T/07/02) Green Dene Farmhouse, Storrington Road, Thakeham New drive access to highway and garage 2 No development shall be commenced unless and until a schedule of materials and samples of such materials and finishes and colours to be used for external walls and roofs of the proposed buildings(s) have been submitted to and approved by the Local Planning Authority in writing and all materials used shall conform to those approved. 3 No works or development shall take place until full details of all hard and soft landscaping works and the proposed times of planting have been approved in writing by the Local Planning Authority and all soft landscape works shall be carried out in accordance with those details and at those times. Any plants which within a period of five years from the time of planting die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. 4 Prior to use of the garage hereby permitted, the existing garage shall be demolished and the existing access to the highway shall be physically closed and reinstated to highway verge. The works are to be in accordance with a plan to be submitted to and approved in writing by the Local Planning Authority. Refused DC/06/2963 (T/06/62) South Hill Barn, Storrington Road, Thakeham 2-storey side extension 1 The proposed development, by reason of its excessive scale, massing and design would fail to adequately maintain the character and form of the existing dwelling and therefore would unreasonably detract from the rural character and setting. The proposal is therefore contrary to policies CS1, CS14 and CS19 of the Horsham District Local Plan 1997 and DC33 of the Local Development Framework General Development Control Policies Submission Document September 2006.
