PLANNING COMMITTEE MEETING - Monday, 19th March 2007

1.         Apologies for absence

Apologies were received from Cllr Maggs.


2.         Interests of Members

No interests were declared.


3.         Minutes of the last meeting

            Minutes of the last meeting held on 6th March 2007 were approved and signed.  

  

4.         Correspondence

HDC: Notice of enforcement appeal by Beamsync Ltd re Sussex Coaches - now being dealt with by way of a Public Inquiry, clerk to send copy of this and original letter to Cllr Goring.

 

5.         Review of Planning Process

Cllr Dawes highlighted findings from previously circulated paper - Planning Committee of new Council to review whether strong objections should be followed up with a request to speak at HDC Planning Committee as large proportion of applications now delegated. Need recognised to plan ahead for members of new Planning Committee and Cllr Goring to update information pack for new Councillors. Clerk to arrange for Beverley Turner to brief new Planning Committee on Housing Needs Survey to which full Council will be invited and report back to next meeting.

DC/06/2964 (T/07/10) Danhill Cottage, Coolham Road, West Chiltington

Secondary glazing to windows (Listed Building Consent)                                       (RW)

DC/07/0404 (T/07/11) Merlin, The Street, Thakeham

Raising of roof with dormer windows to form 1st floor living accommodation

and 2-storey extension                                                                                       (DME)  

OBJECTION as there is an absence of information on the finished roof height, which is a material consideration insofar as the conservation area is concerned vis-à-vis views and the fact that the building should be seen to enhance the character of the area. It was also noted that the plans include a new garage but no mention is made of demolishing the existing garaging.

  

DC/07/0486 (T/07/12) Reckford, 14 Furze Common Road, Thakeham

Two storey extension                                                                                         (KD)     

SUPPORT although it was noted that the plans as submitted do not conform with the HDC guidance note for extensions and housebuilding since the roof is not stepped down. However, as the adjoining semi detached property has a continued ridge line it would not be appropriate to insist on that in respect of this application.

 

 

 

 

 

7.         Planning Applications permitted/refused/withdrawn since the last meeting

            DC/06/2814 (T/06/60) 3 Crescent Rise, Thakeham

Removal of existing conservatory and replacement with single-storey rear extension           

2.         The materials and finishes of all new external walls and roofs of the development hereby permitted shall match in type, colour and texture those of the existing building.

3.         Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 or Orders amending or revoking and re-enacting the same, no windows or other openings (other than those shown on the plans hereby approved) shall be formed in the western elevation of the development without the prior permission of the Local Planning Authority pursuant to an application for the purpose.

  

DC/07/0075 (T/07/03) Green Dene Farmhouse, Storrington Road, Thakeham

Insertion of window to first floor rear elevation (Listed Building Consent)                              

2.         No development shall be commenced unless and until a schedule of materials and samples of such materials and finishes and colours to be used for external walls and roofs of the proposed building(s) have been submitted to and approved by the Local Planning Authority in writing and all materials used shall conform to those approved.
