PLANNING COMMITTEE MEETING - Tuesday, 3rd April 2007

1.         Chair

            Cllr MacEachern took the Chair in the absence of Cllr Goring.

  

2.         Apologies for absence

Apologies were received from Cllr Hardisty and Cllr Prince in his capacity as Tree Warden. Cllr Goring was also absent.


3.         Interests of Members

Cllr Maggs declared a personal interest in agenda item 6 (minute 7).


4.         Minutes of the last meeting

            Minutes of the last meeting held on 19th March 2007 were approved and signed.  

  

5.         Matters arising

Beverley Turner to attend 5th June meeting to discuss Local Needs Criteria, full Council to be advised and invited at their 21st May meeting. Clerk circulated draft HDC paper on implications and interpretation of policy CP5.

  

6.         Correspondence

HDC Development Control: Notification of new appointments and draft Action Plan and Service Standards.

 

7.         Off-road car parking

Complaint received from resident regarding large number of cars, currently 9, parked on land behind Woodlands Cottages. Cllr Maggs advised her understanding that they were used for banger racing, were stored there temporarily and would be removed in the near future. Clerk to seek clarification from HDC Enforcement as to whether this is a permitted use should a similar situation recur, and then advise complainant.

 

8.         Planning Applications for consideration

DC/07/0580 (T/07/13) Land Opposite Alborough, Hillside Walk, Storrington

Fell 1 x Oak (T1) and surgery to 3 x Oak (T2, T5 and T6)                                       (NP)

NO OBJECTION provided the tree to be felled is T4 and not T1. The attachment to the

application from WSCC showing tree works requiring consent clearly and correctly identifies

T4 as the tree to be felled as this is the weakest specimen. The application has however

been entered in the HDC system showing T1 as the tree to be felled; this is a healthy mature

tree and an objection would be lodged should felling this tree be proposed. It was also noted

that the surgery proposed on T2 should be undertaken in the near future before any

problems arise as the limb is both damaged and diseased.

Surgery to row of 5/6 sycamore trees (Work to Trees in Conservation Area)            (NP)

9.         Planning Applications permitted/refused/withdrawn since the last meeting

            DC/06/2347 (T/06/51) Oakfield, Coolham Road, Coolham

Retention of mobile home                                                                                              

1.         This permission shall be carried on only by Mr and Mrs A J Westbrook.

2.         The mobile home hereby permitted shall be removed and the land restored to a condition which has previously been agreed in writing by the Local Planning Authority upon cessation of the occupation by Mr and Mrs A J Westbrook.

3.         The mobile home hereby permitted shall not be extended or altered in any way unless planning permission has been granted by the Local Planning Authority on application in that respect.

4.         Notwithstanding the provisions of Article 3 of the Town and Country Planning (General Permitted Development) Order 1995 (or any order amending or revoking and re-enacting that order with or without modification) no development falling within Classes E, F, G and H of part 1 of Schedule 2 to the order shall be erected constructed or placed within the curtilage of the mobile home hereby permitted so as to enlarge improve or otherwise alter the appearance or setting of the mobile home unless permission is granted by the Local Planning Authority pursuant to an application for the purpose.

5.         The occupation of the mobile home shall be limited to a person solely or mainly working or last working in the locality in agriculture as defined in Section 336(1) of the Town and Country Planning Act, or in forestry, or a widow or widower of such a person and to any resident dependants.

6.         Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 or Orders amending or revoking and re-enacting the same, no gate, fence, wall or other means of enclosure shall be erected or constructed on the site unless prior written permission has been granted by the Local Planning Authority (pursuant to an application for the purpose).

7.         Within three months of the date of this permission or such extended time as may be agreed in writing by the Local Planning Authority details of soft landscaping works particularly to the site boundaries to screen the development hereby permitted shall be submitted for approval in writing by the Local Planning Authority. All soft landscape works required under the approved scheme shall be carried out. Any plants which within a period of five years from the date of this permission die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with other similar size and species unless the Local Planning Authority gives written consent to any variation.

DC/06/2911 (T/07/05) 18 Furze Common Road, Thakeham

Erection of 1 x 3-bed house (land between 18 and 19 Furze Common Road)                        

1.         Having regard to the location of the site within a Category 2 settlement it has not been satisfactorily demonstrated that the development would address any specific local needs. It would therefore be likely to reinforce unsustainable travel patterns contrary to Policy CP5 of the Local Development Framework Core Strategy 2007 and Policy DEV4 of the West Sussex Structure Plan 2001-2016.

2.         The proposal would be out of character with surrounding development and would represent an unsympathetic intrusion in the locality to the detriment of the visual amenities of the area. The proposal therefore conflicts with adopted policies, in particular LOC1 of the West Sussex Structure Plan 2001-2016 and Policy HS10 of the Horsham District Local Plan 1997.

3.         At the present time the applicant has not made provision for the payment of a community facilities contribution and a transport infrastructure contribution in accordance with the West Sussex County Council's Supplementary Planning Guidance on parking standards and transport contributions. If permitted without such a contribution the development would conflict with Policy DEV3 of the West Sussex Structure Plan 2001-2016 and Policies G4 and TU5 of the Horsham District Local Plan 1997.

SEERA Regional Housing Strategy Review 2007 passed to Cllr Dawes by Cllr Walker. Cllr Dawes to report back if any follow-up needed.
