THORPE WILLOUGHBY PARISH COUNCIL
The Annual General Meeting of Thorpe Willoughby Parish Council was held in the Village Hall on Monday 17th May 2004 at 7.45p.m.
Present - Cllrs. S. Cheeseman, N. Dowell, M. Doyle, L. Harrison, B. Noble, C. Pearson, M. Reid, Mrs. H. Simpson, Ms. R. Gough.
Apologies ? C. Lunn, Ruth Sayner and J. Walker.
Ms. Gough had sent in an application for the vacancy on the Parish Council and the Councillors interviewed her and asked why she wished to become a Councillor and how she thought she might improve things in the Village. She had some good ideas and the Cllrs. were impressed with her. She was thanked for coming and she would be informed later if she was successful, as there was another applicant to interview. Mr. Martin Rudderham then arrived, the other applicant, and he was also interviewed. He was asked the same type of questions and and told he would also hear from the Council. After a discussion a vote was taken and Mr. Rudderham had a majority .
Election of Chairman. Cllr. Pearson said he wished to step down from the Chairmanship as he was now Chairman of the District Council and he felt he would be unable to do justice to the Parish Council during the coming year. The Parish Council gave him their congratulations. Nominations were then asked for and Cllr. Noble proposed Cllr. Harrison, this was seconded by Cllr. Dowell and everyone was in favour. Nominations were then asked for Vice Chairman ? Cllr. Doyle proposed Cllr. Reid and this was seconded by Cllr. Cheeseman. This was also passed unanimously.
Cllr. Harrison then proposed a vote of thanks to Cllr. Pearson for his years at Chairman. This was unanimously supported.
Acceptance of Office Forms? These was signed by Cllr. Mrs. H. Simpson as a new co-opted member and by Cllr. Harrison as new Chairman.
Minutes of Meeting 19th April 2004 proposed as a true record by Cllr.Pearson, seconded by Cllr. Dowell and duly signed.
Standing Orders. Chairman asked if Standing Orders could be given to everyone. It seems that a Brayton member had been reported to Standards Committee. (Code of Conduct?) Committees. The Committees had recently been reviewed and should stand as they were and Cllr. Mrs. Simpson would take the vacancy on the Burial Committee.
1. *Dog Bins. These had been received by Cllr. Reid and he commented on the size of the bins and length of poles. The choice of sites was again discussed and the two small bins were to be placed on other areas and new large ones put on the Village Green. One of the old small ones to go on the grassed area off Willow Rise a large one to go by the stile to the golf club footpath and one at the entrance to the bridle path from Leeds Road. Remaining small one to be kept in reserve. Working party to be arranged to put them in place Cllr. Reid confirmed that Selby D.C. Would empty them .(Note ? key to be given to Onyx)
2. *Children's Play Area. Two designs had been agreed and the Teen area would be opened first. The area for the small children would be surrounded by a 6ft. Fence and there would be safety surfacing. Fence would be built almost immediately and official ground cut for toddlers area probably August. Total sum expected £121.000.
3. *Traffic Calming ? Dane Avenue/Willow Rise. A site meeting had been held that afternoon with Mr. J. Lee from N.Y.C.C. Area 4 Fulford. He had suggested blocking Traffic Calming cont. off Dane Avenue or Willow Rise so that there was no through road. As Dane Avenue was a bus route then this could not be done. Mr. Lee would arrange for speed checks to take place. Cllr. Doyle was asked to co-ordinate with Mr. Lee.
4. *Parish Web Site. Although not launched formally yet it was getting hits. Mr. Ingarfield of Fir Tree Lane was very into Web Sites.
5. * Safety of Children in Fir Tree Lane. No inspection seems to have been made yet and Mr. Ingarfield had written again. The Chairman had been to see him and explained the position. It appears that Brayton are having their own signs made and erected.
6. Car parked on grass, Leeds Road. Cllr. Walker had done some gardening on behalf of the Parish Council to tidy up this area.
7. *Thorpecrete Site. The pavements had been mentioned to Mr. Lee that afternoon and Cllr. Pearson was to approach Selby D.C. re hedges damaged.
8. *Litter. Gentleman had rung the Clerk saying he was interested in the litter picking. She asked him to write in giving his name and address and something would be arranged. Nothing further heard from him. Missing bin at shops had been brought up that afternoon with person from Selby D.C. - seems to be something to do with being on private land although they had supplied a bin there for many years. Clerk had receive a complaint about the state of footpath from North View to Meadow Drive and she had left a message for Mr. Cullingworth about this but letter received from Selby D.C. asking for any requests to be sent to the Cleansing Services Unit as they had to be recorded and requests would be dealt with quickly. Street sweeper ? should have been round last week but judging by weeds in gutters, roads had not been swept. Cllr. Reid reported that Stewart Hensall is have a problem with Onyx.
9. Bus Shelters. Cllr. Cheeseman reported that it was not worth spending money on new guttering for the bus shelters as it would just be kicked off again.
10. *Sports Assn. & Village Hall, Rate Relief. Clerk had written to Martin Connor as no reply had been received to original letter. He had asked Malcolm Kilner to look into the matter and letter now received from him. Members of Selby D.C. were aware of impact their policy decision would have, but financial circumstances left them little alternative. Despite this members have reconsidered and agreed that the policy can be implemented over 3 years. Accordingly for 2004/5 discretionary top up relief of 13.4% will be allowed and for 2005/6 6.6%. In 2006/7 there would be no entitlement. Cllr. Doyle said that even the Church had not been given any relief. Cllrs. had given an interview to the Press with photographs at the Sports Club. John Grogan's Office had rung the Clerk to say he had had several letters on the same subject and was putting out a press release and asked if he could quote from our letter. Cllr. Pearson said there needed to be clarification of the rebate. The press should be lobbied. Brayton P.C. seemed to be unaware of the problem with their Village Hall.
Cllr. Doyle suggested that the Parish Council should give some support to the Village Hall if necessary.
11. *Parking at Shops. Site meeting at been held this afternoon at the shops with Mr. J. Lee of N.Y.C.C. Three shop owners and Parish Councillors. They basically agreed that something could be done as long as there was no cost to themselves. It was suggested that the Council buy the land. Mr. Lee would do an overview assessment but warned that it might not be of any benefit. If only one or two extra car parking spaces could be provided there would be no point. As regards maintenance N.Y.C.C. Parking at shops cont. would not be prepared to do this on private land. He would also look at the question of dropped kerbs for Orchard Way. Mr. Lee mentioned Selby D.C. being asked to take some action on the basis of the safety factor as it became obvious there was a problem with cars exiting from Orchard Way.
12. *Pig Progeny Testing Station. There was no further news on this planning application but Cllr. Pearson thought we should again bring up the boundary change and Clerk to write to Martin Connor. Houses in Hambleton Parish but addresses in Thorpe Willoughby and using our facilities. The inclusion of Thorpe Hall was also mentioned which was in Selby North, but the Selby Dam seemed an obvious boundary.
13. Area back of Field Lane Shops ? Memorial Trees. Clerk had written to family members still in the Village. Mrs. Doyle thought seats a waste of money as no one would want to sit there apart from the kids ? people would prefer to go to the Village Green. Mrs. Coxon was against taking down the fencing as the trees would be vandalised like those recently planted on the bypass. The Clerk was also against the area being opened up as she remembered all the trees planted by Barratts which had been vandalised. The only trees left were the ones fenced off. No reply yet from Mrs. Mulvihill. It was decided to leave the fence as it was.
14. North View. The N.Y.C.C. have now agreed to resurface North View by utilising money from the basic maintenance budget.
15. Correspondence. Selby D.C. Money 4 U grants for facilities for children between 11/18 years of age ? given to Chairman. Selby District Community Safety Partnership An Introduction to Crime and Disorder Reduction to be held on Thursday 17th June at Civic Centre. Only one place per Parish Council and Chairman to attend ? other Cllrs. interested if places available. Selby D.C. - Contaminated Lane Strategy. Citizens Advice Bureau ? asking for donations ? no. Minutes of L.C.A. Joint Executive com. Winged Fellowship Trust ? asking for donations. L.C.A. Letter asking parishes to encourage representatives to attend meetings. Community Safety Newsletter given to Chairman. Country Air ? given to Cllr. Doyle. Clerks & Councils Direct ? Given to Chairman. Selby District Council ? Housing Options Appraisal ? Notice put up on board. Invitation from Records Playground Equipment to attend Askham Bryan College. White Rose Update. Electronic Information Service for Members ? Chairman interested in this. Vital Villages programme has been scrapped by Government. This was an initiative to help rural communities to provide transport, develop parish plans and obtain grants to sustain shops and post offices. Section 137 payments ? The amount per elector which can now be spent is £5.14. Y.L.C.A. Conference 4 & 5th September, at College of Ripon and York St. John. Chairman will attend on 4th Sept. Emergency Plans for Floods ? Chairman will attend this. He was given copy of the current Emergency Plan for the Village which is very much out of date but gives details of requirements.
16. Reports of Committees. School Governors. Cllr. Doyle reported that there had been 70 applicants for the new teacher post. 18 pupils had left but only 2 incomers. Gardening Competition ? Cllr. Noble reported that this would be held at the end of July. Village Hall ? Cllr. Reid said that the Management Committee were looking at a new contract for the Youth Club due to the number of children that attend. At the moment the fee is £100 plus £50 bond.
17. *The Tasty House. Mr. Pang has to be out by 24th June. Legal issue here. Selby D.C. should buy shop or give Mr. Pang compensation. Covenants for Sports Field would not seem to allow shop to be built there.
18. Planning Applications. The following have been passed ? Conservatory to rear of 19 The Causeway, extension and conservatory to rear of 14 Barff Grove, first floor extension to side of 3 Fir Tree Way. Applications received for first floor extension to rear of Manor House, Fir Tree Lane, conservatory to rear of 10 Sandway Drive, no objections, erection of two storey extension to side of 5 Leeds Road (now withdrawn)
19. Finance. Payment requested for following:- Allianz Cornhill £492.88 insurance renewal, J.R.B. Enterprise £923.55 4 dog bins, Wavelength Technology £70.25 new printer, Truprint £54.00 Broadsheet, Petty Cash £20.00, D. Weale £29.14 Internet use Jan. to March, Y.L.C.A. £45.82 Conference booking fee. First half of precept £7,000 received. V.A.T. Repayment £585.14. Petty Cash spent £2.52. stamps and 40p for photocopies.
20. Date of next Meeting ? 21st. June 2004.
