Toseland Annual Parish Meeting 7.30pm Wednesday May 6th 2009, St Michael's  Church [followed by the AGM of Toseland Parish Council. All welcome.

3. Election of Officers: vote for Chair/ continuation of voluntary Clerk.

4. Declarations of interest.  To receive from Councillors declarations as to personal or prejudicial interests and the nature of those interests in relation to any agenda item.

Notes:A personal interest exists where a decision on a matter would affect to a greater extent than other people in the Parish - the well-being, financial position, employment or business of the councillor, a partner, relatives or close friends; a body employing those persons, any firm in which they are a partner and any company of which they are directors; any corporate body in which those persons have a beneficial interest in a class of securities exceeding the nominal value of £5,000 or more; the Councillor's registrable financial and other interests.  A personal interest becomes a prejudicial interest where a member of the public who has knowledge of the circumstances would reasonably regard the Councillor's personal interest as being so significant that it is likely to prejudice the Councillor's judgement of the public interest - eg. where a Parish Councillor was an adjoining occupier next door to a site which was the subject of a planning application.

NB. HDC Standards Committee may consider granting dispensations to speak and/or vote on matters in which Parish Councillors have a prejudicial interest where more than 50% of the Parish Council membership otherwise would be prohibited from participating.

5. Finance:

5.1 Receipts & payments summary for 2008-9, and accounts book

5.2 To note: interim internal audit December 2008 & final audit May 2008.

5.3 To agree: reappointment of internal auditor and payment of fee for 2008-9

5.4 To approve: Annual Return 2008-9 Statement of Accounts

5.5 To discuss/approve: Annual Return 2008-9 Annual Governance Statement

5.6 To note re: External Audit: arrangements for the exercise of electors' rights - notification provided 14/04/08, accounts available for inspection 01-30/05/09, External Audit date 02/06/09.

5.7 Payment of bills: CALC subscription £53.94; Insurance £275.47; Eltisley & Toseland Methodist Church hall fees £30.00 [retrospectively 2008-9]; Internal Auditor £.TBA.  Payment to St Michael's Church for Hall fees £TBA.

5.8 To discuss/approve: S.137 payment of £20.00 to St Neots Museum, for free entry for villagers 2008-9.

5.9 To note receipt of precept for 2009-10 - £500.00.

5.10 Request for donation from Each - East Anglia Children's Hospices

6. Planning:

6.1 Application 090031FUL Gt Paxton Widows Dole Field, Toseland Road fo change of use of agricultural land to sports recreation[St Neots model aeroplane club]

6.2 To not: Application 0802703FUL for redevelopment of Toseland Methodist Church and Community Centre as a dwelling has been granted subject to conditions. 

6.3 To note NATS revised proposed changes to airspace

6.4 Application 0900351LBC Toseland hall replacement of elements of door frame

6.5 Application 0900359 Field near East Farm, construction of outdoor manege for private use
