2 Chairman’s Remarks The Chair opened the meeting, and wished those attending all the best for the New Year.

Minutes of the previous meeting were accepted as an accurate record.
4 Matters Arising
There were no matters arising.
5 Fife Councillors’ Reports
Cllr J. Tolson Garvock Hill railings - Transportation services are to replace and repaint these as appropriate during the current financial year. Halbeath Crossing at Daviot Road - awaiting further information. Dalcross Way path to be renewed - awaiting further information. Play area at Foulden Place - awaiting further information. The Local Authority has received a generous settlement from the Scottish Executive and this should have a positive impact on council tax levels.
Action Point - to investigate complaints about lack of street sweeping on Garvock Hill.

Cllr A Sawers Linburn Grove parking - there have been renewed complaints about contractors parking at the entrance to Linburn Grove. Lighting for CCTV cameras - there have been complaints and these will be investigated. Vine Church - there was newspaper coverage on the the issue of noise. The planning committee has expressed its view. Contrary to what was expressed in the paper, the Vine Church is not seeking to move, but intends to operate within the conditions applied by the planning committee. Community Health Partnership meeting - it was announced that the new Health Centre and Dental clinic is intended to open in August 2007. Efforts are underway to recruit GPs and staff. The centre will be located on Trondheim Parkway, between Abbeyview and the Dunfermline Eastern Expansion. Robert Henryson school will close with the transfer of pupils to the new Duloch school. Eviction action is being taken in Touch where appropriate.
Action Point - to investigate the removal of the bus shelter at the foot of Garvock Bank, there have been numerous complaints. Action Point - to investigate the limbing of trees which are currently obscuring the view of the CCTV cameras.

6 Police Liaison
There is a lot of work in hand with the HIT team looking at ASBO’s and ASBO letters, and these mean that tenants can be put onto a secured tenancy. PC David Mormon passed on his thanks for the gifts passed on from members of the local community to the Lions Club. Taxi Warden scheme - this has proved successful, and funding is now being pursued. Joint Patrols are currently being carried out with the Enviromental Warden, around the schools, targeting littering. There have been few reported crimes, some vandalism, some car break ins, and disorder cases. The poor recent weather was thought to have helped reduce crime. A community council member reported a local case of vandalism to a car. Sgt Clague emphasised the importance of reporting incidents promptly, as CCTV footage can identify who has been in the area, and known offenders or potential leads, might be identified. The local CCTV will not be linked to the facility at Glenrothes, it may be incompatible, and the Glenrothes facility is currently reaching capacity.
7 Treasurer’s Report
Peter Reid reported that at present we hold £796.46, but known expenses still to be paid reduce the current working total to just over £200.
8 Fife Council Matters
Fife Council seminar on planning - Rothes Hall on 10/2/2007 - David Callaghan and Dorothy Banks to attend. West Fife Divisional Licensing Board - to be held on 16 January 2007. Area Bulletin of local small grants scheme received and made available. Fit’n’Fun newsletter on Carnegie Centre received and made available. A pilot scheme is in operation on delegation of determination, where minor planning decisions formerly decided on by councillors will be decided on by planning officers, however where a community council expresses a concern, the decision will once again be passed to councillors. Details of the Christmas bin collections were received and made available. The collections over the Christmas period were praised, but some found the earlier pick ups inconvenient. Fife Council Ring and Ride scheme for those unable to use public transport - details were received, Dorothy Banks to look over and then pass on to Rachel Wilson. Details of additional funding streams for community councils were received from the Local Authority. Passed to Treasurer for consideration. Waterwatch Scotland - details of public meeting at Kirkcaldy on 25/1/2007. No volunteers to attend. Scottish Water - winter warmer campaign publicity - passed to Rachel Wilson to be made available. Children's Panel Advisory Committee - vacancy - passed to Irene Brown for consideration. Various updates were received from local MPs and MSPs. Queen Margaret's Hospital - there is some local engagement work ongoing on transport issues, Bert Kennedy to investigate and report back.
9 Lynebank Hospital Site
Lynebank Medium Secure Unit - the NHS Fife Board confirmed the decision to site this facility at its meeting of 19/12/2006. The decision will also need to be approved by the other Boards. Appraisal work is being carried out, and they will pursue demolition of the redundant buildings to the south of the site. The Chair represents the community council on the Disability Working Group and he advised that the remit of the group has been extended and as the issues will impact on all of Dunfermline the NHS would like to engage more widely with other community councils.
10 Seniors Xmas Vouchers and Party
Numerous cards have been received from local older people, thanking the community council for their work in distributing cards and vouchers and running the annual seniors party. There were no complaints about the move to a voucher, and many people welcomed the flexibility that this gave them in choosing what they wanted. The entertainment at the seniors party was also singled out for praise.
11 AOCB
The Dunfermline Junior Chorus had made an informal enquiry about funding, they were to be advised to get in touch with the Community Council formally with more details.
Concerns were raised about dogs which appeared to be neglected. Action Point - this will be investigated by the appropriate authorities.
It was suggested that the Cowdenbeath market may be moving to behind East End Park. Action Point - Jim Tolson advised that this seemed unlikely but agreed to investigate.
