1. Apologies for Absence - Cllrs Mrs Bryan, Parton 2. Declarations of Interest Declarations of interest (personal or prejudicial) under the provisions of the LGA 2000, Parish Councils (Model Code of Conduct) Order 2001. Cllr Grantham prejudicial interest in connection with the Football and Social Club 97 and Dog Close, Wellesbourne; personal interest in connection with Walton Estate Cllr Mrs Bolton prejudicial interest in connection with the Village Hall Public Participation Prior to the opening of the meeting there will be an opportunity for members of the public to raise any matters of relevance to the Parish Miss McDonaugh, Mountford Close, asked about the new bus service and if publicity material would be released. She said the traffic congestion and problems continued in Mountford Close and asked if the Headmaster was attending any meetings about this as the school travel plan was not working. Mrs Herwin, Grange Gardens, said there was a hole in the road surface in Bridge Street between Manor House and their back gate entrance. There had been a previous repair but this was now broken away. She asked if the planned resurfacing of the 122 & 122(a) footpaths had been scheduled yet and if any progress had been made regarding the greenery overgrowing the Grange Gardens footway. Dropped kerbs were still being obscured by thoughtless drivers, mostly by the medical centre and at the rear of the library and asked why the County Council would not agree to paint double yellow lines. 3. Confirmation of Minutes the meeting of 10th July 2007 - confirmed and signed as a true record 4. Matters Arising Cllr RB asked if the "low flying aircraft" sign on the Stratford Road had been progressed the Clerk said a response was still awaited. 5. Budget 2008/09 The Chairman circulated a provisional budget for consideration at the November full Council meeting. He said that financial support toward a turning circle at the school would be possible double rating and should be the responsibility of the County Highways Dept. Any funding toward the project would have to be considered by the full Council and a time schedule sought from the school. The County Council continued to install new bus shelters but all costs of ground exploration had been passed to the Parish Council making installation of shelters very costly. 6. Wellesbourne Roads 6.1 Roads surfaces/pot holes The pot holes raised by members of the public would be reported to County Highways Depot. Mr John Brown (WCC) informed the Council that resurfacing of Cherry Orchard was scheduled for Mon 30th April & Friday 4th May but had not occurred. ACTION: Ask John Brown when Cherry Orchard resurfacing would take place BY: JG 6.2 Drainage JG said that the village centre was to be included in the drain clearance schedule and Street Scene had been called upon to clean away the sewerage from the floods. County Cllr Mrs Main had reported to the Council that a traffic scheme for Newbold Road had been suggested but acknowledged that this information had not been officially received to date. Action: Request confirmation of schedule from Cllr Mrs Main By: Clerk 6.3 Footways and verges Church Street footway had been slurry sealed and the surface was much improved. It was noted that a broken manhole cover in Newbold Place had taken a full weekend to repair and was left over night with a traffic cone in the centre as the only barrier to the danger. Overgrown greenery had much narrowed the footways from Ettington Road to Walton Road and Grange Gardens & WCC had been asked to address this matter on several occasions. 6.4 Dropped kerbs - suggestions for dropped kerbs forwarded to WCC prior to the meeting 6.5 Other road issues - nothing to report 7. Walton Roads 7.1 Roads surfaces/pot holes The overgrown hedges on the bends along Walton Road continued to obscure the vision of vehicles using the road causing danger to road users and pedestrians alike. 7.2 Footways and verges Overhanging greenery at the Lodge 4/5 Walton the Laundry continued to be a problem. 7.3 Drainage -nothing to report 7.4 Other road issues Traffic calming Sheldon Bosley A letter from Sheldon Bosley had been received stating that they wished to be informed of any suggested traffic calming measures prior to their suggestion. The Council agreed that traffic calming was a matter for the WCC County Highways Dept. and that there was no requirement for the Parish Council to consult individual landowners prior to suggestions being put to WCC for their consideration Cllr VB said the HGV's travelling through Walton had reduced and the situation was much improved. 8. Lighting and Road Signs The Clerk had been contacted by SDC who were offering to paint the street furniture. Cllrs agreed dark green was the most suitable colour but asked that rust be treated on the furniture prior to painting 9. Public Transport 9.1 Shuttle Bus JG said much progress had been made with the Shuttle Bus project and consultation with Mr Matthews at WCC had highlighted the need for assistance in drawing up the contract would possibly incur a cost. Mr Brown WCC would need to be contacted to discuss the provision of bus stops. The provisional start date was scheduled as 23 Nov. Stewarts Coaches were to provide a 16 seat bus with wheelchair access for the Friday service but would replace this with a larger bus if and when required. It was hoped that once the service was publicised and being well used that it would grow to a more regular service operating several days a week elevating to a 7 day week service taking in the hinterland villages Recommendation to Full Council that one day service begins as soon as possible. Concern was raised by the Council about the new bus service between Leamington & Stratford. The bus was now a quarter of an hour later which had impacted hugely on those using the service for work, school or college. The Council believed the new bus stops for the no.15 service were not in the best position. The stop near the culvert on the approach to the village had no hard standing making it difficult for passengers. 10. Road Safety 10.1 Newbold Road & Traffic speed The Clerk had written to Mr John Deegan regarding excessive speed on the Newbold Road and high level of use by HGVs. It was proposed that a recommendation should be made to conduct a full traffic survey once again. County Cllr Mrs Main had previously reported to the Council that a chicane traffic scheme for Newbold Road had been suggested but acknowledged that this information had not been officially received to date. Cllr MP said that the use of chicanes could cause problems with both HGVs and buses. It was acknowledged that VAS was still the preferred method of traffic calming, and speed advice signs should be sought similar to those used at Bishops Tachbrook, Barford and Hampton Lucy to display speed or warn to slow down traffic. Action: Request confirmation of schedule from Cllr Mrs Main By: Clerk Mountford Close Traffic congestion & parking continued along with the concerns for the safety of school children 10.3 Correspondence Speeding on Loxley Road Mr & Mrs Jones The Council acknowledged the speeding on Loxley Road but said the provision of road speed signs was the decision of the County Council Highways Dep. 10.4 Double yellow lines WCC had been asked by the Parish Council to consider the painting of yellow lines outside the Medical Centre, on the one way system at the junction of Church Street and outside GWS on the old Warwick Road. A response was awaited. 11. Parking Problems Action: Report to Police for enforcement. By Office Parking opposite the Off-License on double yellow lines was causing obstruction and danger to road users. 12. Public Rights of Way The footpaths 122 & 122 (a) were still in a poor state of repair and heavily overgrown by greenery from neighbouring properties. Action: Remind WCC this matter is still outstanding BY: Office/JG 13. Appearance of village 13.1 Bins - nothing to report 13.2 Wellesbourne in Bloom Mrs Sims WIB Chairman, had approached Cllr JG requesting permission to install bicycle racks outside the photographer/chemist on Kineton Road where there used to be concrete bicycle stands. JG had advised WIB they would be required to submit photographs of sample products for the approval of the Parish Council before proceeding. 14. General Correspondence Parking at the Village Hall concern by Sheldon Bosley Mrs Dane The Clerk read Mrs Dane's letter which addressed concerns by Sheldon Bosley about the public use of the Village Hall car park. The letter gave written confirmation that the Hall has its own liability insurance and would continue to offer public parking. JG said the Clerk had sent a letter and photographs of the "no-mans-land" outside no.1 Elliot Drive which was in a poor state of repair making it dangerous to residents to SWHA (now Heart of England Housing Group) who had confirmed ownership of the land and indicated a surveyor would be carrying out a site visit to view the damaged surface and assess the level of repair required. 15. Councillors Exchange of Information Cllr JG said due to the fact he did not drive and was unable to walk far he did not feel best able to do the job of Highways Chairman. He said if members of the public ringing with a particular complaint were willing to pick him up he would willingly carry out a site visit. Cllrs RB & MP offered this service along with the Clerk and Cllr VB who had offered previously. 16. Date of Next Committee Meeting: 22nd January 2008 - noted.
